DALLAS - The 2024 Dallas Bond Program can be the next step for new and established entrepreneurs that want to expand their business opportunities and work on key municipal projects. Business owners can attend a City of Dallas outreach and engagement information session on February 13, 2025 from 9 a.m. to noon at Samuell-Grand Recreation Center, 6200 E. Grand Ave., Dallas 75223.
The event will provide details about bond program goals, offer information about upcoming bond-funded projects, and outline how businesses can become vendors. Last May, Dallas voters approved $1.25 billion for 830 projects organized into 10 propositions. Dallas aims to complete within the next five years nearly all of the bond-funded capital projects designated to improve the city's infrastructure, parks, utilities, and other city needs.
Attendees will hear from city departments on topics including procurement processes, partnerships, and vital project deadlines. Departments represented include the Office of Procurement Services, Department of Transportation, Office of Arts and Culture, Dallas Water Utilities, and Dallas Park and Recreation Department.
Dallas City Council member Jesse Moreno and Efrain Trejo, Dallas’ bond program-engineering and construction management assistant director, kick off the morning’s events. They will be followed by Interim Assistant City Manager Donzell Gipson, Dallas City Council member Zarin Gracey and Kimberly Franklyn, the city’s procurement services assistant director. Each will share goals for prioritizing M/WBE participation, navigating the city’s procurement processes that will include steps on how to do business with the City of Dallas.
Later, a panel discussion moderated by interim director Hai Tran, the city’s equity & inclusion office, will include department directors John D. Jenkins, Dallas Park and Recreation; Martine Philippe, Office of Arts and Culture; Sarah Standifer, Dallas Water Utilities, and Ghassan Khankarli, Department of Transportation and Public Works. Panelists will discuss department-specific priorities, upcoming opportunities, and strategies to increase community participation.
Breakout sessions will feature such topics as project timelines and scopes, RFP/RFQ processes, vendor expectations, and procurement challenges and solutions. Concluding the event will be a networking session where vendors can meet directly with city leaders, contractors, and other business owners to discuss potential collaborations.
