City of Dallas Update on Proposition U – Police and Fire Funding Appropriation

DALLAS - The City of Dallas wishes to inform residents about the recent developments regarding Proposition U, which was approved by voters at the November 5, 2024, election. On June 18, 2024, the City Secretary’s Office received a petition for a Dallas City Charter amendment form Dallas HERO. Because the petition was supported by signatures of a sufficient number of qualified voters, the city council was required by law to submit the measure to the voters.

This proposition amends Chapter XI of the Dallas City Charter by providing funding priorities for the Dallas Police and Fire Pension System and public safety objectives.

Overview of Proposition U

Proposition U requires the city council to appropriate no less than 50% of any annual revenue exceeding the total annual revenue of the previous fiscal year to fund the Dallas Police and Fire Pension System. Any remaining funds from that 50% must be allocated to public safety objectives by:

· Ensuring that starting compensation and non-pension benefits for Dallas police officers is among the top five police departments in the region.

· Increasing the total number of full-time sworn police officers to at least 4,000 and maintaining that officer-to-resident ratio relative to the city’s population going forward.

The City of Dallas remains committed to upholding public safety and ensuring that resources are allocated in a manner that supports the health, safety, and general welfare of its residents.
