Dallas Interim City Manager Appoints Dev Rastogi to Lead Sustainable Portfolio

Dallas – Today, Dallas Interim City Manager Kimberly Bizor Tolbert announced her final appointment to round out her executive leadership team. Dev Rastogi will assume the role of Assistant City Manager over the Sustainable portfolio on July 15, 2024 

She will provide executive oversight for the departments of Aviation, Dallas Water Utilities, Public Works, Transportation, Office of Bond & Construction Management, and the Office of Environmental Quality & Sustainability. 

Dev brings to the City 40 years of professional experience successfully delivering innovative solutions for complex infrastructure projects across the public and private sectors throughout the Dallas-Fort Worth region, as well as her knowledge of Dallas, as a nearly four decades long resident.  

Her proven track record of success spans clients such as the City of Dallas, Dallas-Fort Worth International Airport, Dallas Area Rapid Transit, North Central Texas Council of Governments, TxDOT, Dallas and Fort Worth Districts, Trinity Metro, and the United States Army Corps of Engineers.  

“Dev has a wealth of unmatched experience navigating complex problems and delivering innovative infrastructure solutions across the Dallas-Fort Worth region in the public and private sectors. That uniquely positions her to help our organization realize our goals at the speed with which we need to be doing business, delivering Service First, with the urgency of Now!” says Tolbert. “She is also a longtime Dallas resident and is invested in the continued economic vibrancy and equitable growth of our City. Dev joins the City from AECOM, a global infrastructure consulting firm with its global headquarters in Dallas, where she is Senior Vice President, Dallas/Fort Worth Metro Executive, and Gulf Coast Transportation Business Leader. She is responsible for strategy and growth of AECOM’s business in North Texas as well as the AECOM $100 million transportation business in Texas, Louisiana, Mississippi, and Arkansas. 

A licensed professional engineer in the State of Texas, she has a Bachelor of Science degree in civil engineering from Washington University. Dev is also the recipient of numerous honors, including the Texas Society of Professional Engineers Dallas Engineer of the Year.
