DALLAS -Interim City Manager Kimberly Bizor Tolbert announces the creation of a new role in her interim administration: Chief of Strategy, Engagement, and Alignment (CSEA). This first-of-its-kind position for the City strengthens ICM Tolbert’s commitment to streamlining the City’s organizational structure and delivering Service First with the urgency of Now! It will replace the City Manager’s Office Chief of Staff position. Tolbert has tapped Elizabeth Saab as the inaugural Interim CSEA. Her first day in the office will be Tuesday, May 28.
As the CSEA, Elizabeth will serve on the executive management team reporting to the Interim City Manager and is charged with supporting process improvement and operational optimization, advancing responsiveness, and addressing critical roadblocks hindering organizational efficiency and effectiveness. The CSEA will lead the design and implementation of initiatives to measure overall performance, drive continuous improvement, enhance citywide communication internally and externally, and foster a culture of accountability for all stakeholders. This role will also coordinate major citywide initiatives, prioritizing stakeholder input before finalizing plans, and as a liaison for the City Manager’s Office, will coalesce, activate, and leverage external expertise and resources to achieve greater overall alignment.

About Elizabeth Saab
An Emmy-nominated former television reporter, Elizabeth Saab rejoins the City of Dallas after departing in 2022 for McKinsey & Company’s North American External Relations team. Elizabeth first joined the City of Dallas in 2018 as the External Relations Manager in the Office of Government Affairs, and simultaneously served as the Dallas Police Department’s Interim External Affairs Director. In 2020, Elizabeth transitioned into a similar capacity in the Office of Economic Development. During her initial tenure at the City of Dallas, she led the City’s Census 2020 outreach campaign, supported cross-functional collaboration between departments, and launched several pivotal process improvement, communication, and cross-functional collaboration initiatives. Prior to working for the City of Dallas, Elizabeth served as the Director of Communications and Legislative Affairs for the Dallas County District Attorney’s Office. She has a Bachelor’s degree from Hollins University in Virginia and a Master of Business Administration degree from Southern Methodist University’s Cox School of Business. At SMU, she was a Bush Center-SMU Economic Growth Initiative Niemi Fellow. Elizabeth is also a 2020 Dallas Regional Chamber Leadership Dallas alumna.
