City of Dallas Interim City Manager Appoints Former Sanger City Manager to Lead the City’s Livable Portfolio

DALLAS -Interim City Manager Kimberly Bizor Tolbert announced the appointment of Alina Ciocan to lead the customer service focused Livable portfolio currently under Dr. Robert Perez’s leadership. The departments include Dallas Animal Services, Sanitation Services, Code Compliance, 311, and the Office of Homeless Solutions.

This appointment comes on the heels of the Topeka, Kansas mayor and city council’s formal vote earlier this week selecting Dr. Robert Perez to serve as their next City Manager. His last day with the City of Dallas will be June 11.

“I want to congratulate Robert. He will bring great value to the residents of Topeka. We thank him for his more than five years of service to the City of Dallas, as an Assistant Director for Public Works and as an Assistant City Manager,” said Interim City Manager Kimberly Bizor Tolbert. On Alina’s appointment, Tolbert adds, “We look forward to welcoming Alina to our team. Our 100-day Transition is underway, and with her experience and enthusiasm, she will jump right in, support the great work of our departments, and help us deliver on our commitment to Service First with the urgency of Now!”

Alina Ciocan joins the City of Dallas with more than 18 years of extensive experience in municipal government, spanning roles in community development, economic development, and city administration. In her roles as City Manager and Assistant City Manager for the City of Sanger, she has provided executive leadership to Development Services, Economic Development, Parks and Recreation, and Marketing, strategic direction of capital projects, managed day-to day operations, made key hires, enhanced the budget process, and oversaw the rehabilitation of the city’s Wastewater Treatment

Plant. She also directed the development and implementation of Sanger’s Five-Year Street Improvement Plan.

“I am honored to join the City of Dallas and excited to become part of such a dynamic team,” said Ciocan, adding, “I look forward to serving the City of Dallas' residents and contributing to the organization's continued success.”

To ensure a smooth transition prior to Dr. Perez’s departure, Alina’s first day with the City of Dallas is May 30.
