Changes ensure optimal oversight across the organization
DALLAS – City Manager T.C. Broadnax announced Tuesday, Feb. 1 the appointment of new senior leadership and realignment of departments to enhance the strategic oversight of critical functions.
"These appointments and organizational changes strengthen all levels of the organization, increase growth opportunities for senior leaders, build bench strength among executives, and focus greater attention on City Council priorities in ways that are responsible, equitable, accountable, and legitimate," City Manager Broadnax said.
Highlights of the new structure include:

Appointments of Kimberly Bizor Tolbert and Jon Fortune as Deputy City Managers to carry out complex administrative, operational, public safety and emergency support activities consistent with traditional chief operating officer functions.

Appointment of Majed Al-Ghafry, in his current capacity as an Assistant City Manager, to lead efforts related to the City’s Economic Development, Housing, Development Services, Planning & Urban Design, Historic Preservation and Convention and Events Services activities.

Expansion of Liz Cedillo-Pereira’s portfolio to serve as an Assistant City Manager and still oversee the City’s Equity and Inclusion efforts.

The appointments of Dr. Robert Perez and Carl Simpson as Interim Assistant City Managers; and

The appointments of Ali Hatefi as Interim Public Works Director and Andrew Espinoza as Interim Code Compliance Director.
- The Office of Community Police Oversight and Office of Government Affairs will report directly to the City Manager.

The appointment of Genesis Gavino as Chief of Staff. In this new role, Chief Gavino will focus primarily on the day-to-day operations and management of the City Manager’s Office and continue to serve as Resilience Officer with responsibility for the implementation of the Resilient Dallas strategy, broadband and digital equity efforts, and the coordination of special projects and other city-wide interdepartmental initiatives.

The establishment of a new Director of Equity and Inclusion, and the appointment of Dr. Lindsey Wilson as the Interim Director to better manage and support the strategic execution of the Racial Equity Plan. Building upon the City Council’s equity initiatives, the new director will advance the work that’s already underway to become a more equitable, diverse, and inclusive City.
Additionally, along with the organizational changes stated above, the City Manager established a new Project Development/Delivery Division within the Office of Economic Development utilizing existing resources. This new Division and its team of eight (8) senior project managers will be assigned equitably to advance the unique opportunities within each City Council District in alignment with the 2018 Market Value Analysis (MVA). Each project manager will strategically advance District-specific projects and initiatives through successful completion and serve as liaisons between each City Council office and external stakeholders. In addition, the Project Development/Delivery Division will coordinate activities between Development Services and other departments that impact development and redevelopment efforts.
