Message from the City Manager and Chief of Equity and Inclusion

Dear Residents of Dallas,

September is a month of festivities and commemoration as we celebrate the 33rd Annual Hispanic/Latinx Heritage Month celebration! The road towards the enactment of a month-long observance for the Hispanic/Latinx communities of the United States initially began in 1968 as a commemorative week in California. This came after the height of the farmworkers movement that gained notoriety across the country and propelled the importance of recognizing Latinx individuals as integral members of society.

The month-long celebrations, beginning on September 15, corresponds with the Independence Day commemorations for various Latin American countries. Educational and cultural events will be taking place across the city to honor the contributions that our Hispanic/Latinx American communities continue making for the betterment of our collective future. COVID-19 Testing and Vaccination

City of Dallas COVID-19 Updates

The City of Dallas is working around-the-clock to update information related to the COVID-19 virus on their online platform. Here you can find the most up-to-date information related to testing sites, vaccines, and resources available to help residents in need. Outreach toolkits and business resources are also available

Dallas County COVID-19 Vaccinations

In order to receive a vaccine from DCHHS pop-up clinic walk-ups are welcome, however, appointments are encouraged! Fair Park vaccinations ended Saturday, July 17th. For those that are in need of their second dose, contact DCHHS to schedule or find a different vaccine location to receive the appropriate vaccine.

Mobile Vaccine Program

The state mobile program provides a way for Texas businesses and people who are homebound to schedule free mobile vaccinations.

  • Texas businesses, groups, or civic organizations with five or more individuals who voluntarily choose to be vaccinated can call 844-90-TEXAS (844-908-3927) and select Option 3 to schedule a visit.
  • Texans who are homebound can call 844-90-TEXAS (844-908-3927) and select Option 1 to request a state mobile vaccination team to come to their home.

National Vaccine Finder

There are many ways to get fully vaccinated in Texas—you don’t need health insurance and the vaccine is always free. The Moderna (age 18+), Pfizer-BioNTech (age 12+), and Johnson & Johnson (age 18+) vaccine are currently being administered nationally, and the CDC has made it easier for individuals to get vaccinated through their National Vaccine Finder that helps you find a location through your zip code.

Drive-Thru Locations

Dallas County currently has two drive-thru testing locations. Both sites may close early if daily testing limits have been met. In addition to the two drive-thru testing sites, several locations across the city of Dallas are offering testing as well as mobile and walk-up testing options.

Paul Quinn College, free no-cost testing:

    • Location: 3837 Simpson Stuart Road, Dallas, Texas 75241 •
    • Hours of Operation: Saturdays from 10am to 4pm
    • Requirements: Valid email address & phone number required, no insurance, residency, or symptoms required for testing

Additional Testing Sites

  • Walgreens, no-cost drive-thru testing site:
    • 2060 S. Buckner Blvd, Dallas, TX,
    • Hours of Operation: Open from 9:00 am - 5:00 pm, seven days a week.
    • Requirements: Residents must complete a screening survey to determine if they qualify for a test.

  • Walmart no-cost drive-thru testing site is administering COVID-19 tests at four locations:
    • Locations: To find a location near you, click here.
    • Hours of Operation: Monday, Wednesday, Friday from 7 am to 9pm.
    • Requirements: Residents who are interested must take a pre-screening test to see if it is necessary. Once they qualify the resident will make an appointment to get tested

  • CVS has opened up four new no-cost, drive thru COVID-19 locations in the North Texas region:
    • Locations: To find a location near you click here, and enter both your ZIP code and distance from your home to find a testing location near you. 
    • Hours of Operation: Patients must schedule an appointment for a COVID-19 test.
    • Requirements: More information about CVS Health and their testing sites can be found at their COVID-19 resource center.

Federal Information

COVID-19 Vaccine Eligibility Guidelines

Children & Teens

The CDC recommends everyone 12 years and older should get a COVID-19 vaccine to help protect against COVID-19. Children between the ages of 2 and 12 should continue wearing a mask in public spaces and around people they don’t live with.

Early Pregnancy

Accumulating evidence shows no increased risk of miscarriage after COVID-19 vaccination during early pregnancy. The CDC has forwarded findings from JAMA, an international peer-reviewed general medical journal, to inform discussions about COVID-19 vaccination during pregnancy between pregnant people and their healthcare providers.

TPS Updates

Notice of Extension for Various Countries

The Department of Homeland Security has published a notice in the Federal Register automatically extending TPS and related documents for El Salvador, Haiti, Nicaragua, Sudan, Honduras, and Nepal for 15 months until December 31, 2022. This is to comply with the ongoing litigation around the previous administration's decision to terminate TPS for those countries. TPS holders for the listed countries will retain their TPS while the temporary orders in Ramos and related cases remain in effect, provided that their TPS is not withdrawn because of individual ineligibility. Current TPS holders will not need to pay a fee or re-register to receive this automatic extension.

HealthPoweredKids has created a virtual care package for families where you’ll find activities for de-stressing that can be done as a group, as a family, one-on-one with a child or as an individual. Kids and families can build resilience through stress prevention and reduction activities like physical activity, mindfulness and more to get through this challenging period.

Texas Comprehensive Energy Assistance Program (CEAP) 

The Comprehensive Energy Assistance Program (CEAP) is a utility assistance program designed to assist low-income households in meeting their immediate energy needs and to encourage consumers to control energy costs for years to come through energy education. To be eligible for this benefit program, you must be a resident of Texas and you must need financial assistance with home energy costs.

Mortgage and Housing Aid

Texas Rent Relief Program

COVID-19 has affected Texans across the state. Texas Rent Relief has emergency funds available to help Texas renters pay rent and utility bills (including past due rent and utilities). Both landlords and tenants are allowed create an account and submit their application.

Emergency Mortgage Assistance Program

Texas Emergency Mortgage Assistance Fund is available to assist homeowners at or below 80% of the Area Medium Income who have been economically impacted by COVID-19. To find a local service provider, use either the “TEMAP Service Providers Contact Information” or the Excel spreadsheet, TEMAP Service Provider by County Finder, which allows you to search service providers by county.

Natural Disaster Assistance

Self-Reporting Damage Survey

Texans who suffered damages from Hurricane Nicholas are urged to complete the Self Reporting Damage Survey to help the state identify damages to private homes and businesses and to assist emergency management officials assess the damages that occurred.

Arts and Culture

Autumn at the Arboretum

Autumn at the Arboretum runs September 18 through October 31, 2021. The 16th annual Autumn at the Arboretum returns with more than 90,000 pumpkins, gourds, and squash throughout the garden. This year the beloved Pumpkin Village will display larger-than-life insect topiaries, bugged-out pumpkin houses, and a maze for younger visitors.

Now on view at the Dallas Museum of Art is “Bosco Sodi: La Fuerza del Destino” and “Slip Zone: A New Look at Postwar Abstraction in the Americas and East Asia.” These two contemporary art shows are free to see for all!

City Procurement Opportunities

The City of Dallas Office of Procurement Services has various opportunities for outside organizations to engage with the city. To view more information, visit their website. Select open procurements that may be of interest are listed below. For a comprehensive list of open procurement opportunities, visit: dallascityhall.bonfirehub.com. Please be advised that once an opportunity is advertised, it is considered an open procurement until the City Council awards the contract. The Code of Ethics prohibits communication between councilmembers and vendors/ suppliers on open procurements.

Applications are now being accepted for the PUD Ambassador Program. Ambassadors will help raise awareness in neighborhoods about city land use planning and receive training to be an informed neighborhood advocate. State of Public Education Virtual Event

Join the Dallas Regional Chamber for the Dallas Regional Chamber’s 2021 State of Public Education Virtual Event, , featuring a keynote presentation from Texas Commissioner of Education Mike Morath on the pressing issues facing Texas public schools. Following Commissioner Morath’s address, a panel of regional education leaders will discuss their respective school districts' plans to tackle learning loss in the new academic year.

Exxonmobil Engineering Scholarship

The ExxonMobil Engineering Scholarship is open and the deadline is October 1st! Sponsored by the Exxon Mobil Corporation, the LULAC National Educational Service Centers (LNESC) will award one (1) national scholarship of $20,000 (paid over four years), and twelve (12) $2,000 local scholarships to qualified Latino students who plan to pursue a degree in engineering at U. S. post-secondary institutions.

Workforce Solutions Greater Dallas

Workforce Solutions (WSGD) is offering both in-person and virtual workforce services for jobseekers who are interested in having center professionals guiding their job search. Food

The Oak Food Pantry

The Oak has been providing food and toiletries to the Oak Cliff community since 2013 and has served more than 1200 individuals and families combined. Walk-ins are welcome Saturdays from 10am-12pm. Families will receive a variety of canned foods and more goods.

North Texas Food Bank Mobile Food Pantry

The NTFB Mobile Food Pantry distribution is taking place in various locations across the city during the month of September. There is no need to register for Mobile Pantry pick up, it is first come first served. You must have a vehicle to pick up unless otherwise specified. Mobile Pantry participants are requested to give their name and share their family size to receive food. No proof is necessary.

General Resources

Dallas Water Utilities Disconnections and Late Fees to Resume 10/1/2021

Dallas Water Utilities (DWU) suspended water disconnections and late fees in March of 2020, at the onset of the COVID-19 pandemic. DWU understands the need for all of our customers to have these essential services. As the country reopens and returns to normal, so is Dallas Water Utilities. To ensure continued and efficient delivery of utility services, DWU will resume water disconnections for accounts that are past due and will again apply late fees for past due balances starting October 1, 2021. Dallas Water Utilities is still here to assist you during these difficult times. We value all of our customers and will work with each and every customer to establish a payment plan that fits your budget. Customers who establish payment plans will avoid disruption of services and continue to avoid late fees.

City of Dallas Home Improvement & Preservation Program

The City of Dallas HIPP program provides homeowners money to perform major repairs to their homes. If you have questions about what is covered, how to apply or anything else about the program join an upcoming Q&A session. The HIPP application closes 09/11.

Dallas Rental Assistance Collaborative

These DRAC partner organizations are here to lend a hand. An “eligible household” is defined as a renter household in which at least one or more individuals meets the criteria set for by the collaborative. The assistance provided can be used for direct financial assistance, including rent, rental arrears, utilities and home energy costs, utilities and home energy costs arrears, and other expenses related to housing.

Emergency Rental Assistance Program

The City of Dallas is partnering with Abounding Prosperity, Inc. to begin accepting applications for rental assistance through their Emergency Rental Assistance Program. To be eligible to receive funding an applicant must rent a publicly or privately owned residence in the City of Dallas. The annual gross household income must meet guidelines defined by the United States Department of Housing and Urban Development (HUD).

Dallas Eviction Assistance Initiative

The City of Dallas Office of Equity and Inclusion in partnership with Legal Aid of NorthWest Texas has established an eviction assistance initiative consisting of education, training and legal representation to Dallas residential rental tenants who are negatively impacted by COVID-19 and unable to pay rent to remain in their homes.
