Message from the City Manager and Chief of Equity and Inclusion

Dear residents of Dallas,

In this edition of our Equity and Inclusion Newsletter we continue to connect our communities to mental health and wellness resources available to them. In accordance with #BIPOCMentalHealthMonth, our social media efforts are focused on breaking down mental health concepts for everyone.

Resilient Dallas BIPOC Mental Health Month Graphic

According to the National Alliance on Mental Illness, “a person of color is more likely to be incarcerated than have their mental health condition identified.” It is important to recognize that the racism and discrimination that BIPOC communities routinely experience creates an added mental health burden that is often ignored.

As a result of awareness campaigns, culturally sensitive mental health programming is available for BIPOC communities of all ages. The Mental Health Coalition, a national organization looking end stigmas and create platforms to host mental health conversations, has created a guide for all who are interested in receiving support and exploring their options.

Be sure to explore both the national, state, and local resources available for our communities!

COVID-19 Testing and Vaccination

Mobile Vaccine Program

The Texas Division of Emergency Management (TDEM), and the Texas Military Department (TMD) today announced the expansion of the State Mobile Vaccine Program to include groups of five or more Texans who voluntarily choose to be vaccinated against COVID-19. Texans can call 844-90-TEXAS and select Option 3 to schedule a mobile vaccine clinic to vaccinate groups of friends, families, employees, volunteers, and more.

City of Dallas Vaccination Customer Service Number

The City of Dallas Emergency Operations Center, working with our vendor AMR, established a call center to respond to resident questions regarding vaccinations at Potter’s House and moving forward. Beginning April 1, 2021 at 11 a.m. CST, you can use the phone number (469-809-8500) and send an email (DallasVaccineQuestions@gmr.net) for resident questions.

  • The FAQs have been updated in English and Spanish and are attached. These are also available at com/COVID19.

Dallas County COVID-19 Vaccinations

Everyone ages 12 and older is now eligible to receive a COVID-19 vaccine in Texas. We strongly encourage all eligible residents to make an appointment for the COVID-19 vaccine. All vaccines are authorized for people age 18 and older. The Pfizer vaccine is authorized for people 12 and older. Children under 18 will need a parent or legal guardian to accompany them to the vaccination site to receive their vaccine.

Baylor Scott & White COVID-19 Vaccine Registration

Baylor Scott & White is now vaccinating Texans over the age of 12 following the Food and Drug Administration’s (FDA) and Centers for Disease Control and Prevention’s (CDC) approval to expand the emergency use authorization (EUA) for Pfizer’s COVID-19 vaccine to adolescents ages 12-15.

UT Southwestern COVID-19 Vaccine Registration

UT Southwestern offers immediate first-dose scheduling to make booking your vaccination as easy as possible. Everyone 12 and older is now eligible to receive a COVID-19 vaccine in Texas.

Pandemic Related Benefits

Paid Leave Credit for Vaccines for Small/Midsized Businesses

The American Rescue Plan Act of 2021 (ARP) allows small and midsize employers to claim refundable tax credits that reimburse them for the cost of providing paid sick and family leave to their employees due to COVID-19, including leave taken by employees to receive or recover from COVID-19 vaccinations. The ARP tax credits are available to eligible employers that pay sick and family leave for leave from April 1, 2021, through September 30, 2021.

Assistance for Small Businesses

The COVID-19 public health crisis and resulting economic crisis have created a variety of challenges for small, micro, and solo businesses in communities across the country. The Treasury Department is providing critical assistance to small businesses across the country, facilitating the urgent deployment of capital and support to help these organizations not just persevere, but recover on solid footing.

Pandemic-EBT Due to COVID-19

Pandemic-EBT (P-EBT) was authorized by the Families First Coronavirus Response Act. The purpose of P-EBT is to provide food assistance to families with students who would have received free or reduced-price lunch while attending school but are not attending school in person because of COVID-19 restrictions. This benefit is available only to families with students enrolled in a Texas school who were eligible for free or reduced-price lunch.

Texas Health and Human Services Mental Health

Texas Health and Human Services contracts with 37 local mental health authorities and two local behavioral health authorities to deliver mental health services in communities across Texas. Health and Human Services provides programs and services based on evidence-based practices to help people manage mental illness.

Open Counseling Texas

Many people don't realize that publicly funded mental health services are available in their state. People looking for free or low-cost counseling often think their only options are counselors in private practice and do not know that publicly funded providers in their communities may also offer counseling services. Open Counseling offers those interested about how Texas’ Public Mental Health System works.

211 Texas Inpatient Treatment

211 Texas is providing around-the-clock care, mental health resources for individuals. These resources are available for individuals who are seeking help for mental health issues. That help might be in the form of a 24 / 7 crisis call center or other crisis support services in your area that might prevent or reduce the need for more intensive care.

Digital Art Virtual Program

Express yourself through digital art with a virtual 5-week program series.  Learn to create your own digital art and illustrate your own characters. Learn from Briana Arrington-Dengoue a Philadelphia born and based illustrator and graphic designer who is a master in her field. Register for this event being hosted by the Dallas Public Library before July 29, 2021.

I-345 Feasibility Study

It’s not too late to provide your input on the future of I-345! The Texas Department of Transportation is facilitating a feasibility study of I-345. This study is just the beginning of a thoughtful process that will help TxDOT determine the best way to address the needs of the roadway and the traveling public as they plan for current and future development. The virtual public meeting is available until 11:59PM on July 22nd.

Youth All Access Pass

Dallas Park and Recreation has teamed up with several local partners to offer City of Dallas Teens (ages 12-17) FREE activities during the month of July! Visit any Dallas Recreation Center to sign up and receive your FREE Rec Access Pass! The Rec Access Pass gives teens free entry to some of our most exciting cultural gems such as the Dallas Arboretum, Dallas Museum of Art, and more! Big Brother Big Sisters of Greater Dallas

The core mentoring programs of Big Brother Big Sister of Greater Dallas pair a Big and a child. They use a 1:1 mentoring relationship to support kids in the community. These mentoring relationships provide extra support and guidance for lasting success.

Vision Zero Dallas

In 2019 the Dallas City Council set a goal of eliminating traffic fatalities and cutting severe injuries in half by 2030. To define their strategy for meeting this goal, the Department of Transportation is leading the development of an Action Plan throughout 2021, with the support of a multi-disciplinary Vision Zero Task Force. Vision Zero Dallas is taking a collaborative and comprehensive approach by asking the community to take the Vision Zero Survey!

The 25th Annual Mayor’s Back to School Fair will be taking place Friday, August 6, 2021, at Fair Park. The annual fair provides Dallas students and families with essential school supplies. 5th Annual Expunction Exposition

The Dallas County District Attorney's Office in partnership with the Dallas County District Clerk's office is hosting their 5th Annual Expunction Expo to help clear criminal records of people who, by law, are eligible for an expunction. Since its inception in 2017, this event has helped clear more than 900 criminal records, additionally the City of Dallas is participating for the first time this year,

Anti-Poverty Coalition: Conversation on Homelessness

This is the third installment of this year’s series, What Kind of Community Do We Want to Build? presented by the Apartment Association of Greater Dallas. This session, moderated by Nissy New, of MDHA, will highlight how different faith communities in Dallas and Collin Counties are moving beyond traditional charitable approaches to homelessness to meaningfully engage members to move the dial on ending homelessness.

Dallas Rental Assistance Collaborative

These DRAC partner organizations are here to lend a hand. An “eligible household” is defined as a renter household in which at least one or more individuals meets the criteria set for by the collaborative. The assistance provided can be used for direct financial assistance, including rent, rental arrears, utilities and home energy costs, utilities and home energy costs arrears, and other expenses related to housing.

Emergency Rental Assistance Program

The City of Dallas is partnering with Abounding Prosperity, Inc. to begin accepting applications for rental assistance through their Emergency Rental Assistance Program. To be eligible to receive funding an applicant must rent a publicly or privately owned residence in the City of Dallas. The annual gross household income must meet guidelines defined by the United States Department of Housing and Urban Development (HUD).

Dallas Eviction Assistance Initiative

The City of Dallas Office of Equity and Inclusion in partnership with Legal Aid of NorthWest Texas has established an eviction assistance initiative consisting of education, training and legal representation to Dallas residential rental tenants who are negatively impacted by COVID-19 and unable to pay rent to remain in their homes.

Disaster Relief Mobile Food Pantry

North Texas Food Bank in collaboration with UNT Dallas is offering free food safely loaded into the trunk of your car this Friday, July 16. The food pantry will be located on the UNT Dallas Campus at 7300 University Hills Blvd.

SNAP Application Assistance

Catholic Charities Dallas in collaboration with the Walmart Foundation are able to assist with SNAP applications. The program was created  to show families the benefits that are available to them, reduce hunger within families and increase nutritious habits for all.

Healthy Summer Meals for Kids

Dallas ISD Food's On-Site Summer Meals brings free meals to children and youth 18 years and younger at participating sites throughout Dallas on Wednesdays! Meals are available to all children in the area, ages 1 to 18, or to age 19 if enrolled in school, and to students with disabilities without regard to age.

Laptop and Hotspot Bundles

Card holders who live in the city of Dallas, students who attend public schools in Dallas, public school teachers within the city of Dallas, and city of Dallas employees are able to request Chromebook and hotspot bundles for their internet needs. Each laptop comes installed with Microsoft Office products for your use, including Word, Excel, and Powerpoint. It can also browse the internet, check email, and accomplish any tasks you might need a computer to do.

My Ride Dallas

My Ride Dallas is a transportation options counseling program dedicated to helping older adults and people with disabilities understand the transportation available to them in Dallas County. My Ride Dallas has also created a Coalition of agencies, transportation providers, community members, seniors, and people with disabilities that is dedicated to improving transportation options in Dallas County.

DART Rides Rider Assistance Program

DART Rides is a rider assistance program for registered residents of qualified cities or ZIP codes who are age 65 or over OR have a certified disability. The City of Dallas Senior Medical Transportation Program updated its client service model to provide clients an on-demand service in partnership with Dallas Area Rapid Transit (DART) through its DART Rides Rider Assistance Program (RAP). Clients must go through DART's application process to qualify for transportation services.
