Program to be administered through partnerships with nonprofits, DHA, Housing Solutions for North Texas
Dallas, Texas - The City of Dallas launched a new CARES Act Coronavirus Relief Fund (CRF) Emergency Short Term Rental Assistance Program in partnership with DHA, Housing Solutions for North Texas (DHA) and several local nonprofits, including the United Way of Metropolitan Dallas collaborative, Human Rights Initiative, Voice of Hope and Refugee Services of Texas.
“Utilizing community networks to support the City in deploying the funding is part of adapting the program to meet the needs of families during what we know is a difficult time,” said Chief of Economic Development and Neighborhood Services, Dr. Eric A. Johnson.
The Department of Housing & Revitalization allocated a total of $6 million to DHA and local nonprofits to administer CARES Act CRF Emergency Short-Term Rental Assistance. DHA received $4.5 million through an interlocal agreement and presented a strategic plan based on equity indicators that would distribute funds through regular lottery drawings in City Council districts. The remaining $1.5 million was distributed among the nonprofits based on the strength of their applications in the Request For Application evaluation criteria.
“We are excited to partner with local housing experts to provide citywide rental assistance,” said David Noguera, director of Housing & Neighborhood Revitalization. He continued, “These partnerships leverage established systems and community relationships to maximize service delivery.”
Information about DHA and the other nonprofits administering the CARES Act CRF Emergency Short-Term Rental Assistance is posted on the City of Dallas’ dedicated COVID-19 website, the City of Dallas’ Department of Housing & Neighborhood Revitalization’s webpage and the City of Dallas’ COVID-19 hotline (214-670-INFO).

Additionally, the City of Dallas is sharing messaging from participating nonprofits about the program using various communication channels and has partnered with the Dallas Independent School District who will assist with amplifying messaging on the district’s digital channels.
