Message from the City Manager and the Chief of Equity and Inclusion

Dear Residents of Dallas, 

This week COVID-19 cases in Dallas County have reached 37,996. As the county and the city ramp up testing efforts and face covering initiatives, everyone must do their part in order to keep ourselves and our loved ones healthy.

Everyone is experiencing the pandemic differently, but we can all take the same collective steps to prevent the amount of cases to continue climbing in our neighborhoods. The Equity and Inclusion team hopes this newsletter connects those who are facing hardships during these unprecedented times to community resources. However, we also hope that those who are in a position to help will support some of the amazing community organizations fighting at the front lines against this virus.

Dallas, in this newsletter we have highlighted a few organizations that are working to uplift and support our most vulnerable neighbors. Support them, donate to them, and connect those who might need it to them. Additionally, in an effort to highlight and uplift the work of our peers in the Equity and Inclusion team we have compiled the links to the 3-Part Series of the Black Lives Matter Community Conversations that were concluded last week. We assure you that the conversation will continue at the city and we hope that now it will continue at home.

Dallas Testing Sites

There are two COVID-19 Community Based Testing sites in Dallas. Criteria for testing sites is as follows:

  • Persons with symptoms of potential COVID-19 infection, including fever, cough, shortness of breath, chills, muscle pain, new loss of taste or smell, vomiting or diarrhea, and/or sore throat; OR
  • Anyone 65-years-old or older, OR
  • Anyone with chronic health issues (diabetes, asthma, heart issues, etc.); OR
  • Any first responders, DART drivers, healthcare workers, grocery store and essential retail store workers; OR
  • Persons with symptoms who have been actively engaged in large group settings, such as public gatherings or congregations of people, within the past fifteen (15) days

The community-based testing sites operate Monday through Saturday from 8 a.m. to 5 p.m.:

  • University of Dallas, 1845 E. Northgate Dr. Irving, Texas 75062
    • This location is for City of Dallas and Dallas County residents only
    • Must provide documentation of address (ex. Utility bill)
  • Ellis Davis Field House, 9191 S Polk St. Dallas, Texas 75232

Requirements: If you meet the criteria for COVID-19 testing, please do not delay acting. Any photo ID is sufficient including a recreation center ID, a Student ID, an ID with your name and photo. It does not need to be a government-issued ID.

The City has expanded COVID-19 testing to provide mobile testing to residents in undeserved communities without transportation. Eligible residents may schedule appointments between:

  • 9 a.m. and 9 p.m., 7 days a week by calling the UrgentCare2GO screening line at 1-888-601 0568.

    • Requirements: Residents must complete a virtual pre-screening to determine if they qualify for a test. If they qualify then an email confirmation will be sent with instructions regarding the appointment. Residents must complete their paperwork before they go to their test appointment.

  • Catalyst Health
    • Catalyst Health has partnered with Project Unity to bring five church testing sites to South Dallas. One site is currently open with the other four opening soon.

State Information:

Federal Information

CARES Act

The Coronavirus Aid, Relief, and Economic Security (CARES) Act creates a variety of programs to provide assistance to small businesses. A good summary of these options can be found here and a simple flow chart here. Key components include:

  • The Payroll Protection Program (PPP), which would provide a portion of its financing as a forgivable loan, is available through 7(a) lenders. Please contact your existing lender for details. The nation's top 7(a) lenders can be found The deadline for applying is June 30, 2020. Read more here.
    • The new deadline to apply for a Paycheck Protection Program loan is August 8, 2020.
    • Click here to read more about PPP loan forgiveness.
    • How to Apply:
      • You can apply through any existing SBA 7(a) lender or through any federally insured depository institution, federally insured credit union, and Farm Credit System institution that is participating. Other regulated lenders will be available to make these loans once they are approved and enrolled in the program. You should consult with your local lender as to whether it is participating in the program. 
      • View a list of lenders participating in the Paycheck Protection Program by state.
      • If you wish to begin preparing your application, you can download a copy of the PPP borrower application form (revised June 24, 2020)to see the information that will be requested from you when you apply with a lender.
  • The Economic Injury Disaster Loan Program, which now includes a grant component of up to $10,000. Details are available at the SBA website.

CARES Act Eviction Moratorium

Section 4024 of the CARES Act provides a temporary moratorium on eviction filings as well as other protections for tenants in certain rental properties with federal assistance or federally related financing. These protections are designed to alleviate the economic and public health consequences of tenant displacement during the COVID-19 outbreak. They supplement temporary eviction moratoria and rent freezes implemented in states and cities by governors and local officials using emergency powers

Census 2020

The census bureau extended the final deadline for field data collection and self-response to October 31, 2020. Paper questionnaires have been sent to households and the Census2020 website is live. Some field operations have resumed, but not outreach events targeting hard to count populations and Census Information Centers that support non-English speakers.   • Community members can complete the census online or by phone in 13 different languages now regardless of whether they have received a paper form in the mail. By completing the census now, community members can avoid door to door outreach.

COVID-19 Treatment Update

Operation Warp Speed (OWS) is a partnership between the Department of Health and Human Services, the Centers for Disease Control and Prevention, the Food and Drug Administration and many other private and public agencies working to accelerate the development of a safe and effective vaccine for COVID-19 by January 2021. The operation has committed $1.6 billion to Novavax for the development of a COVID-19 vaccine. The funding will allow the biotech company to conduct clinical trials to further their vaccine testing.

Immigration

Immigrations and Customs Enforcement Higher Education Directive

Last week, Immigration and Customs Enforcement issued a directive announcing that international students whose universities are not offering in-person classes would be required to return to their home countries. The order would affect approximately one million international students currently studying in the United States. Higher education institutions, such as Harvard and MIT, have already filed a lawsuit against the agency in an attempt to block the directive from taking place. As a result, this week the executive branch rescinded their decision to implement the order.

Immigration and Customs Enforcement

On March 18, 2020, ICE announced that it would “temporarily adjust its enforcement posture” and focus enforcement on “public safety risks and individuals subject to mandatory detention based on criminal grounds.” For all others, the agency “will exercise discretion to delay enforcement actions until after the crisis or utilize alternatives to detention, as appropriate.” The agency also stated that Homeland Security Investigations (HSI) will continue to carry out their mission, and that DHS would not make any arrests near hospitals, doctor’s offices, or health clinics “except in the most extraordinary circumstances.” It remains unclear how this additional guidance will be implemented. On April 17th, ICE temporarily suspended in-person check-ins at their local field office and has instructed individuals scheduled for check-ins under Alternatives to Detention (ATD) and Intensive Supervision Appearance Program (ISAP) to reach out to their specialists in advance of their scheduled appointments.

Public Charge

 USCIS announced that the agency will not consider any “testing, treatment, nor preventative care (including vaccines, if a vaccine because available) related to COVID-19 in a public charge determination, even if such treatment is provided or paid for by one or more public benefits.”

Immigration Courts

While immigration court hearings were previously postponed for people not detained, some immigration courts have begun conducting hearings for non-detained people. USDOJ announced reopening dates for some courts and stated that hearings for people not detained in courts with no announced date are postponed through and including July 10, 2020.

  • For people who are detained, hearings are continuing for now. Stay informed about updates by visiting Justice.gov/EOIR (which contains a chart with announced reopening dates), calling the Executive Office for Immigration Review (EOIR) hotline at 800-898-7180, and checking EOIR's Facebook page.

State Information

Mask Up Texas

Governor Greg Abbott has issued Executive Order 29 requiring all Texans to wear a face covering over the nose and mouth in public spaces, with few exceptions, in counties with 20 or more positive COVID-19 cases. Open Texas checklists are now updated consistent with this order.

The Governor also issued a proclamation giving mayors and county judges the ability to impose restrictions on some outdoor gatherings of over 10.

Face Covering Distribution

Governor Greg Abbott announced that the Texas Division of Emergency Management (TDEM), in partnership with the Texas Military Department, will begin distributing 3-ply surgical masks to every Texan who undergoes COVID-19 testing sites at state-run mobile test collection sites.


Texas Unemployment

The Texas Workforce Commission is seeking $32 million of overpaid unemployment benefits back. An overpayment is caused when TWC pays unemployment benefits that filers were not eligible to receive, either through fraud or error on TWC’s behalf. There is no statute of limitations on debts owed to the state. TWC cannot forgive or dismiss the overpayment and there is no exception for hardship. Overpayments stay on people’s record until repaid. Filers must repay those benefits even if the overpayment was not their fault. If TWC determines that the overpayment is unemployment fraud, filers must repay the benefits they were not eligible for, plus a 15 percent penalty on the benefits you incorrectly received.

Hosted by spoken word artist Will Richey of Journeyman Ink, DaVerse Lounge is a unique creative experience for performers ages 21 and under, that combines spoken word, music and visual arts. Trinity River Audubon Center

The Trinity River Audubon Center represents a $37 million environmental remediation and restoration project that was funded by the City of Dallas after years of complaint regarding illegal dumping from residents in the 75217 zip code. Their efforts lead to the creation of the Trinity River Audubon Center we know today. Understanding the history of Dallas and connecting residents to the resources found in their communities is an integral part of making strides towards creating a more equitable Dallas. Admission to the center is free for 75217 residents.

Feed the People Dallas

Feed the People Dallas is a Black-led, female-operated, and ally-funded collective providing mutual-aid to Black and POC communities throughout the DFW area. They are running a Free Grocery Program to help families put healthy food on the table and provide basic household essentials to support historically underserved communities.

Genesis Women's Shelter

Genesis Women’s Shelter has been serving women and children in the DFW since 1985. Their mission is to provide safety, shelter and support for women who have experienced domestic violence, and to raise awareness. As quarantine continues for many of us the Nature Public Health Emergency Collection conducted research in Dallas regarding the relationship between domestic violence and COVID-19 and found that “there appeared to be an increase in domestic violence in the first 2 weeks after the stay-at-home order was implemented but then a decrease.” The increasing trend of domestic violence indicates that we must all come together to support the efforts of organizations like Genesis Women’s Shelter and make it our individual mission to become educated on the topic.

Pleasant Grove Food Pantry

Pleasant Grove Food Pantry is a local drive-through food pantry helping residents from the 75217, 75227, and 75253 zip codes receive prepacked food boxes to help feed their families. The Pleasant Grove Food Pantry began after a group of interested individuals began meeting to discuss ways to address the gaps in services for hungry families that existed after a previous pantry had closed. The pantry continues to help families in these zip codes with the goal of helping families and children become free of food insecurity.

University of Texas Arlington

Due to COVID-19 numbers increasing, the Momentous Institute is hosting a Zoom COVID-19 educational series on parenting during a pandemic, specifically tools for supporting preschool aged children.

Urban Engagement Book Club

CitySquare has created the Urban Engagement Book Club meetings to help their team and community stay aware and in touch with the ongoing struggle and conversation around poverty in our community and country. Randy Mayeux presents the key content of a selected book each month, with a comprehensive handout of key quotes and key ideas from the book. Then, in conversation with a diverse group of fellow participants, they then discuss the implications of the book. Due to COVID-19 the meetings are recorded and posted on their website, along with handouts with key quotes and content discussed from the book.

Emma Lazarus Fund

The City of Dallas Office of Welcoming Communities and Immigrant Affairs (WCIA) has partnered with the Open Society Foundations (OSF) to establish the Emma Lazarus Resilience Fund, a public-private effort providing $500,000 in financial assistance to individuals and families ineligible for federal COVID-19 relief programs. The Emma Lazarus Resilience Fund will be administered by the Communities Foundation of Texas (CFT).

The $500,000 will be disbursed to Dallas families who have been severely financially impacted by the COVID-19 pandemic, prioritizing those who are out of reach of the federal relief programs, including immigrant workers who play a vital role in the city’s economy.

Community Health Work Team at Parkland

Parkland is looking to hire 7 Community Health Workers, and one Community Health Worker Instructor. The Community Health Worker Instructor (CHWI) is responsible for managing CHW staff to assist in delivery of services that address the social determinants of health, and bridging gap between communities, individuals and providers.

Face Covering Initiatives 

Dallas County Face Covering Mandate

Dallas County voted to pass a mask order for businesses to begin requiring customers and everyone on the premises to wear a face mask to help contain the spread of COVID-19. Health and Human Services will be tasked with making sure businesses are following through. The order mandates that employees and visitors to a business who are within 6 feet of another, and where separation is not possible, wear a mask.

City of Dallas: Office of Resilience Face Covering Initiative

The Office of Resilience is preparing reusable cloth face covering packets for distribution into the community. Included in the packets are information cards related to Census 2020, the City’s COVID website and hotline, and information about the Equity and Inclusion Team in English and Spanish. Over 2,000 packets have already been distributed by Dallas Park and Recreation, DPD Community Affairs, DART Paratransit (Senior Meal Delivery), and the Stew Pot. Staff is working to deploy the packets in the high risk zip codes identified in the Equity Impact Assessment Tool such as food pantries and distribution sites, churches, small businesses, and community organizations. The packets are available in quantities of 50, with a maximum request of 250.

Paul Quinn College Face Covering Initiative

Free protective masks will be available from 10:00 am to 11:00 am on a first-come, first serve basis until supplies run out starting Thursday, June 18, 2020 and Saturday, June 20, 2020. After that Saturday, food and mask giveaways will be available every Tuesday and Saturday through the month of July.

Food

Mayor’s Eric Johnson Milk Initiative

Dallas Mayor Eric Johnson has partnered with Borden Dairy, Dallas ISD, and local faith leaders to provide free milk to Dallas families in need during the COVID-19 pandemic. Anyone is eligible to receive the milk. We are hoping to reach individuals and families in need during the COVID-19 pandemic. You do not need to bring any form of identification to receive the milk. Households of 4 or more will receive two gallons of milk. Households of less than 4 will receive one gallon of milk.

Paul Quinn College in partnership with Minnie’s Food Pantry will be offering free food boxes and free protective masks that will be available from 10:00 am to 11:00 am on a first-come, first serve basis until supplies run out starting Thursday, June 18, 2020 and Saturday, June 20, 2020. After that Saturday, food and mask giveaways will be available every Tuesday and Saturday through the month of July.

Internet Access

AT&T Internet Initiative

AT&T and Fixed Wireless Internet customers can use unlimited internet data for limited-income households. AT&T will be charging $10 a month for qualifying households. Households that participate in Head Start and the National School lunch program are eligible to participate.

Charter Internet Initiative

Charter Communications is offering free internet for the first 60 days to new customers to families with students. They will also provide the free WiFi hotspots for the public.

Dallas ISD Internet Hotspot Request

Dallas ISD is assisting students who are in need of Internet access. The link below allows a student to submit a request for a district provided hotspot. Parents and students will be contacted with information on hotspot distribution once approved.

Please note that priority access will be given based on grade level, starting with high school seniors. Only one hotspot per household will be distributed.

2020 Dallas County Expunction Clinic

Dallas County is hosting an expunction clinic to help individuals that under certain specific circumstances outlined in art. 55.01 of the Code of Criminal Procedure, individuals may be able to clear arrests from their records through a process called an expunction. An arrest record can be a significant impediment to a good quality of life. Often, individuals with arrest records find it hard to obtain jobs, housing, or financial aid for college.

Black Lives Matter Community Conversation on Resilience

Resilience is the capacity of individuals, communities, institutions, businesses, and systems within a city to survive, adapt, and thrive in the face of both shocks and stressors. City resilience is about making a city better, in both good times and bad, for the benefit of all its residents.

Dallas is a prosperous community, yet despite the pre-COVID economic growth, large segments of our African American community were not thriving. Too many of our residents are confronted by the systemic barriers of homelessness, poverty, unemployment, underemployment, racial inequity, food insecurity, and the lack of access to quality health care and education. Dallas’s true resilience challenge - particularly during and post pandemic - is overcoming the social and economic challenges that deny many communities of color social justice, access to health care, and economic well-being for themselves and their families.
