Broadnax names new Chief of Staff and Assistant City Manager
 
Dallas - City Manager T.C. Broadnax has appointed Kimberly Tolbert as his Chief of Staff and Majed Al-Ghafry as an Assistant City Manager.

Tolbert comes to the City with more than 24 years of experience in public service with roles in various leadership capacities in several local government and public sector organizations in the Dallas/Fort Worth area. She will begin her new role as Chief of Staff to the City Manager on February 2, 2017.

“Kimberly’s proven leadership and broad range of administrative experience in local government management make her a tremendous asset to our organization and community,” said Broadnax. “I look forward to having Kimberly join the City’s executive team.”  
 
Prior to joining the City of Dallas, Tolbert most recently served in executive positions with the North Texas Tollway Authority (NTTA) including Chief Strategic Officer. She provided oversight of the Authority’s strategic plan and executed strategies to achieve organizational goals and objectives. Tolbert also served as an Assistant Executive Director and Chief of Staff at the NTTA, leading the development of new policies and programs to strengthen the Authority’s strategic planning, business diversity practices, human resources process, communications, and community outreach efforts.

Under Tolbert’s leadership, the Authority implemented several organizational-wide initiatives including its first business diversity action plan and diversity policy, biennial employee engagement survey, pay-for-performance system, employee ethics policy, and an internal communications and community outreach strategy.

Tolbert received both her Bachelor of Arts in Political Science and Master of Public Administration degrees from the University of North Texas.
 

Majed Al-Ghafry
Al-Ghafry comes to the City with more than 28 years of experience in municipal government operations and management. His career spans three states with emphases in public works, transportation, operations, land development, organizational development, performance management, and economic development. Al-Ghafry will assume his new role as an Assistant City Manager on March 6, 2017.

“Majed’s breadth of managerial and operational experience and his commitment to excellence in service delivery, will add immediate value to our executive team and the residents of Dallas,” said Broadnax.

Prior to joining the City of Dallas, Al-Ghafry served as Assistant City Manager for the City of El Cajon, CA. He is credited with initiating the City’s first Project Assistance Center (PAC), which created inclusiveness and a team-approach within the building and planning and engineering divisions. Al-Ghafry also provided enhanced development processes and customer service.

Prior to his position in El Cajon, Al-Ghafry served as the City of San Antonio’s Public Works Director. Under his leadership, the Department initiated its first strategic plan, implemented a comprehensive street pavement preservation program, created the City’s first American with Disabilities Act (ADA) Transition Plan and optimized the transportation system operations within and around the City.

Majed holds a Bachelor of Science in Civil Engineering from Northeastern University, as well as professional engineering registrations in Civil and Traffic from the State of California.
