City of Dallas receives state grant for Prisoner Reentry Pilot Program

Dallas - The City of Dallas recently accepted a $1 million grant from the Texas Department of Criminal Justice to implement a Prisoner Reentry Pilot Program. The grant seeks to reduce recidivism rates and increase employment opportunities for formerly incarcerated individuals. The City will coordinate with non-profit entities, faith-based organizations, community groups and the private sector to provide reentry services.

The City is now accepting applications from area non-profits and other organizations through a Request for Competitive Sealed Proposals (RFCSP) to provide comprehensive social services to ex-offenders. Interested proposers can see the specifications at https://bids.dallascityhall.com and searching for BQZ1611.

An optional pre-proposal conference will be held at 10 a.m. May 13, 2016 in L1FN Auditorium, Dallas City Hall, questions must be submitted in writing by 2 p.m. May 20, 2016, and the deadline for proposals is 2 p.m. June 9, 2016.

The population of returning prisoners is large and projected to grow. In Texas alone, more than 70,000 prisoners are released each year, with most returning to communities in Houston, Dallas, Fort Worth, Austin and San Antonio. Approximately 15 percent of prisoners are released to Dallas County.
