2026–28 Statewide Taxable Property Value Estimates
(AUSTIN) — Texas Comptroller Don Huffines today released updated estimates of statewide taxable property values for tax years 2026 through 2028, as required under the Texas Education Code. These estimates provide key data to support budgeting for the 2028–29 biennium.
Final statewide taxable property value for the 2025 tax year is estimated at $4.12 trillion, marking the first time in more than a decade that year‑over‑year taxable values have remained essentially unchanged. This estimate incorporates certified values from the majority of school districts.
Using preliminary 2026 appraisal district data, economic and market trends, and historical valuation patterns, the Comptroller’s office estimates that statewide taxable property value will increase to $4.33 trillion in 2026 — a 5.07% rise from 2025. These values reflect recent policy changes including the voter‑approved increase in the school district homestead exemption to $140,000, a temporary 20% appraisal cap on certain non‑homestead properties, and adjustments to exemptions for income‑producing tangible personal property.
“Given this slower rate of value growth, combined with a continued restrictive interest rate environment, I encourage the Legislature to continue providing meaningful property tax relief to Texas property owners — building on the relief already delivered through the increased homestead exemption and rate compression — so that Texans are not asked to absorb rising tax burdens during a period when affordability pressures on housing remain elevated,” Huffines said. “Many Texans believe their property is overvalued by appraisal districts, which causes their tax bills to rise.”
Growth in taxable value is expected to continue modestly over the forecast period, with projections of 2.53% growth in 2027 and 5.66% in 2028. However, these rates remain below levels seen in recent years, when annual increases frequently ranged from 6% to 10%.
