Texas Opioid Abatement Fund Council Sends $11.8 Million in Opioid Settlement Payments to Hospital Districts
(AUSTIN) — Acting Texas Comptroller Kelly Hancock today announced the Texas Opioid Abatement Fund Council (OAFC) is distributing a third round of settlement funds to Texas hospital districts from the Opioid Abatement Trust Fund. This transfer of $11.8 million to Texas hospital districts will address opioid-related needs in their communities.
“Hospital districts across Texas play a vital role in responding to the opioid crisis,” Hancock said. “These distributions reflect a commitment to supporting their efforts to address opioid-related needs and improve access to critical treatment and recovery services.”
Individual amounts for local hospital districts depend on several factors, including hospital size and estimated distribution amount from the settlement agreements. Funding distributions are made to two groups:
- Small, rural hospital districts in Group One receive an upfront one-time, lump-sum distribution.
- Medium, large and urban hospital districts in Group Two receive periodic distributions as settlement funding is received by the OAFC for the duration of the settlement agreement.
The OAFC regularly updates its Hospital District Dashboard with the amounts distributed to each hospital district.
Some eligible hospital districts have not yet taken formal action to opt in to receive the funds, and the Texas Comptroller of Public Accounts is encouraging all eligible districts to consider participating so these resources can be fully leveraged in addressing the opioid crisis.
Hospital districts are statutorily required to report annually, including how the funds are used to remediate the opioid crisis. Additionally, under certain settlements, the state of Texas must file an annual report detailing the proceeds received and spent during the previous calendar year, along with a description of how those funds were used. The OAFC will continue to notify hospital districts receiving funds at the beginning of each calendar year and provide instructions for completing a brief survey used to fulfill these reporting requirements.
In addition to the hospital district disbursements, the Opioid Abatement Trust Fund continues to fund disbursements to Texas political subdivisions, including a recent disbursement of more than $11.5 million in March 2026. The OAFC also awards competitive grants to entities working to abate the opioid crisis across the state.
