One of the conditions of the Boost SP is "All construction traffic shall use only Highway 100 to the Vaughns Gap Road access point to access the site."
However, I was notified by several residents that construction trucks are entering from Percy Warner Dr or Vaughns Gap Rd instead of Hwy 100. I reported this to the property owner and construction manager and requested strict enforcement of this condition among all subcontractors. Although the sign was put out at the entrance, the enforcement appears to be sporadic.
This will be a great opportunity for you to share the concerns and seek for common solutions.
 WHAT As a part of its ongoing work to provide safe, reliable natural gas service, Piedmont Natural Gas will replace a section of natural gas pipeline along Davidson Road in Nashville, Tenn., starting the week of June 10, 2019.
The project will result in partial lane closures of Davidson Road. Piedmont and its contractors will manage closures in coordination with the Department of Public Works.
Piedmont customers may experience service interruptions during the project as their service lines are transferred to the new pipeline. Piedmont employees will contact impacted customers prior to any service interruptions.
WHY Piedmont’s No. 1 priority is safety – for its customers, its employees and the communities it serves. This project is necessary to meet the increased demand for natural gas of West Nashville residents.
WHO Piedmont Natural Gas personnel and licensed contractors will be performing all pipeline operations.
WHEN Pre-construction activities was planed to begin the week of June 3. Full construction will begin the week of June 10 and is expected to be completed by Sept. 30, barring weather events that may impact the project timetable.
WHERE Construction will take place on Davidson Road, between Bresslyn Rd and Post Rd.
Tuesday, June 11th, Metro Council will consider BL2019-1654 to adopt Capital Improvement Budget (CIB) for FY2019/2020 through FY2024/2025.
The CIB is a planning document and does not appropriate funds, but instead identifies projects that are eligible for consideration of funding in the Capital Spending Plan. Project requests are submitted annually by Metro agencies, the Mayor and Council Members, and are compiled and approved by the Planning Commission each Spring. The Planning Department must file the Mayor's recommended capital budget as an Ordinance by May 15. The Metro Council then reviews and edits the projects as desired and must approve the final capital budget by June 15 of each year.
On April 25, 2019, the Metro Planning Commission voted unanimously to submit the FY2019-20 Capital Improvements Budget to Mayor Briley.
On Tuesday, June 18th, Metro Council will consider BL2019-1624 to adopt the Annual Operating Budget for FY2019/2020.
There is a Substitute Bill BL-2019-1624 sponsored by CM Mendes and CM Anthony Davis.
Metro Charter requires the Mayor to submit the operating budget to Council no later than May 1st. Metro Council is required to hold a public hearing for the second reading. The public hearing on the operating budget was held on June 4, 2019. You can watch the public comments at this link.
We will be debating the Mayor's proposed operating budget BL2019-1624 and Substitute Bill BL-2019-1624 at the June 18th Council meeting.
I have outlined my concerns about the Mayor's proposed budget BL2019-1624 in my May news letter. It is basically a status quo budget and will not increase property tax. However, it includes selling off Metro property. Metro Council can amend the bill, but we are not allowed to increase the total budget amount. We will have to cut some budget items in order for us to fund what we want to fund.
On the other hand, Substitute Bill BL-2019-1624 requires a 52.5 cents property tax increase. However, the Council rule will not allow us to amend the substitute bill. We will be required to adopt or disapprove the substitute bill as whole, without any amendments. The lead sponsor, CM Mendes, explains frequently asked questions about the substitute budget bill and a more in-depth explanation about the budget on his blog post.
I have conducted a couple of community meetings on the Budget, as well as seeking input from many of you on the FY2020 operating budget. Please continue to share your feedback prior to June 18th when I will cast my vote on the operating budget on your behalf.
