This week marks the start of a new fiscal year—and with it, another chance to shape the Memphis we believe in. A city that works for everyone. A city that rises.
Thanks to City Council, we’ve passed a balanced, responsible budget that grows our reserves, avoids new debt, and puts people first—from the teams who serve our city to the families who call it home. Because at the end of the day, this isn’t about numbers. It’s about people.
We’re building a safer community. A new partnership with TBI brings in two dedicated forensic scientists to speed up investigations and deliver faster justice without the overhead of a city-run lab. We’re also expanding AI-powered public safety tools downtown, with 183 new cameras enhancing MPD’s ability to respond quickly and efficiently.
We’re investing in housing and stability. In FY26, we’re putting $3.3 million toward new housing and rehab efforts, supporting more than 300 households. Another $2 million will fund home repairs for nearly 200 homes, and $1.56 million will help over 6,500 residents access shelter, services, and short-term housing support.
We’re getting better at the basics. That includes $16 million for road repaving and pothole repair across every district. We’ve also launched a new Community Enhancement Division, overhauled the 311 system, and committed $1 million to local businesses and nonprofits tackling blight block by block.
We’re creating more opportunities for youth. MPLOY placed 1,800 youth in paid internships this summer—and we have a goal to scale up to 3,000 next summer. From MAP and BOSS to YAG 1968, our 13 active programs are helping Memphis youth grow, lead, and rise.
We’re supporting families through direct investment. This year’s budget includes $669,000 for MIFA emergency assistance, $150,000 for Opportunity Youth, and targeted grants for justice-involved residents and financial literacy classes in churches and community centers across Memphis.
We’re investing in public spaces that serve everyone. Our libraries will offer nearly 5,000 free programs, and each of our 30 community centers will provide at least 10 free classes a month. In FY26, we’re dedicating $2 million to community centers, $667,000 to Play Your Park, and more than $300,000 to park maintenance, ensuring our 4,200 acres of park space stay clean, safe, and active.
We’re backing the people who keep Memphis running. That means long-overdue raises and added support for all city workers, including first responders and solid waste crews.
We’re managing public dollars wisely. We’re growing our fund balance, protecting our credit rating, and ensuring every investment reflects our residents’ values and priorities.
We’re turning tech growth into neighborhood reinvestment. With our proposed xAI ordinance, property tax revenue from the Colossus facility will flow directly into infrastructure, housing, and community improvement projects, especially in neighborhoods closest to the site.
Leadership means making hard decisions that create lift and opportunity. That’s what we’re doing. Every day.
As we begin FY26, we’re saying YES to the things that matter: Yes to safer streets. Yes to stronger neighborhoods. Yes to opportunity for our youth. Yes to fiscal responsibility. Yes to a government that works.
This is our Era of Yes. And Memphis is rising.
