JANUARY 2026
Serving Saint Paul residents and businesses by advancing justice and equity through education, advocacy, and enforcement.

Business size matters. As of January 1, 2026, updated minimum wage rates are now in effect for Saint Paul employers.
In accordance with the City’s Minimum Wage Ordinance (Chapter 224), the minimum wage hourly rate for all Saint Paul businesses with 101 or more employees increased to $16.37 per hour effective January 1, 2026. Minimum wage rates for businesses with fewer employees remain unchanged until July 1, 2026.
Beginning July 1, 2026, the minimum wage will increase to $16.37 per hour for small businesses (6–100 employees). Micro businesses (5 or fewer employees) will increase to $14.25 per hour at that time.
Please refer to the chart above for updated minimum wage rates in 2026.
Saint Paul employers must count all employees, including full-time, part-time, temporary workers, jointly employed workers, and employees working remotely.
For more information or to file a complaint regarding Minimum Wage, Earned Sick and Safe Time, and/or Wage Theft, visit stpaul.gov/laborstandards, call 651-266-8966, or email LaborStandards@ci.stpaul.mn.us.

Saint Paul City leaders have raised concerns regarding police actions throughout our community and have encouraged community members to document their concerns by filing complaints with the Police Civilian Internal Affairs Review Commission (PCIARC), which is housed in HREEO. Click this link to file a complaint online.
Complaints can also be filed in person! Contact PCIARC Coordinator Sierra Cumberland today to schedule an appointment to meet at City Hall or at a library in your neighborhood: 651-266-8970 or CivilianReview@stpaul.gov. Learn more about the PCIARC complaint review process at stpaul.gov/PCIARC. Reasonable accommodations and language assistance are available upon request.
