 MN PROMISE Act Round 2 Application Portal Now Open!
The application portal for Round 2 of the MN PROMISE Act Grant is officially open! The portal will remain open until Sunday, December 14, 2025, at 11:59 PM. The MN PROMISE Act is a state-funded small business revitalization program that provides grants and loans to disadvantaged businesses and nonprofits located in eligible areas of Saint Paul and Minneapolis.
Below is an eligibility overview which has been updated since Round 1.
Eligibility Overview
Eligible businesses or nonprofits must:
- Be registered with the MN Secretary of State (unless you are a sole proprietor using your own name)
- Be located in an eligible geography and have primary operations in Minnesota
- At least 50% of the business’s employees must be based in Minnesota
- Have gross annual revenue of $750,000 or less in your most recently completed tax year
- If home-based, must have claimed and been allowed a home office deduction by the IRS
- Be able to maintain operations for at least 12 months after receiving a grant
- Not have received a Round 1 MN PROMISE Act grant
- Nonprofits must meet additional eligibility criteria

PAULIE: Making it easier to do business in Saint Paul
Services You Can Build On
Doing business in Saint Paul just got simpler. On September 17, the City launched PAULIE—short for Permitting and Utilities, Licensing, Inspections Engine—a new online platform that brings together services previously spread across multiple systems. and various other City enterprise approvals and complaint investigations.
Now, business owners can apply for licenses and permits, upload documents, pay fees, and track progress all in one place. PAULIE is mobile-friendly, transparent, and built to save time for both applicants and City staff.
Since launch, adoption has been strong across the community:

More than $2.84 million in online payments processed (with totals growing daily)

Behind the scenes, PAULIE is part of a larger effort to modernize City services and strengthen digital infrastructure following the July security incident. By introducing a unified, secure, and cloud-based system, the City is reducing paper forms, improving response times, and creating a more consistent customer experience for small businesses and residents alike.
This is just the beginning—new features and permit types will continue rolling out in the coming months as teams refine workflows and respond to user feedback.

Saint Paul 2026 Minimum Wage Increases
On November 14, 2018, Saint Paul Mayor Melvin Carter signed into law the citywide Minimum Wage Ordinance after a unanimous vote from the Saint Paul City Council. The Minimum Wage Ordinance implements minimum wage schedules depending on business size. Those schedules can be found at stpaul.gov/minimumwage.
In accordance with City’s Minimum Wage Ordinance, Chapter 224, we are announcing minimum wage rates for 2026. Effective January 1, 2026, the minimum wage hourly rate in Saint Paul for all businesses with 101 or more employees increases to $16.37/hour. The remaining minimum wage rates for businesses with fewer employees stay the same until July 1, 2026.
On July 1, 2026, the minimum wage rate for Small Businesses, those with 6-100 employees, will increase to $16.37/hour. Micro Businesses, employers with 5 or less employees, will increase to $14.25/hour.

Construction Reminder
City of Saint Paul Public Works, MnDOT, Ramsey County, Metro Transit, Saint Paul Regional Water Services, and utility companies are all working in various areas throughout Saint Paul this construction season. Some of the larger Saint Paul Public Works projects in the downtown include: Robert Street, Kellogg/3rd Street Bridge, and the Capital City Bikeway on Kellogg Boulevard.
The first Common Cent Sales Tax project on Grand Avenue is underway between Fairview Avenue and Snelling Avenue. All businesses are open during construction and there is parking on the side streets. For more information, visit stpaul.gov/GrandAvenue.

Ramsey County Means Business
Ramsey County Means Business is a comprehensive hub for entrepreneurs and small business owners planning to expand or relocate to the county. Visitors can find information on available funding programs, redevelopment opportunities, market data and workforce resources, as well as tools to help identify potential sites and connect with local partners.
New entrepreneurs and existing small businesses can utilize Ramsey County’s Open to Business program operated in partnership with the Metropolitan Consortium of Community Developers (MCCD). The program provides direct technical assistance with developing a business plan, a business feasibility analysis, cash flow and financial projections, and other technical assistance resources. Open to Business is available to you and your business! Below you’ll find information on two current Ramsey County funding opportunities:
Critical Corridors
Help shape the future of Ramsey County through the county’s Critical Corridors Development & Infrastructure program. Developers and public agencies can apply for grants up to $500,000 to create vibrant, walkable spaces and improve transit connections to housing, jobs and services. For the first time, corridors in downtown Saint Paul are now eligible for funding. Applications are being accepted until Tuesday, Oct. 14. Emerging and Diverse Developers Funds
Applications are now being accepted for Ramsey County’s Emerging and Diverse Developers Program Solicitation. The program supports early-stage developers working on smaller housing or commercial projects, while working to reduce racial barriers in real estate and expand access to opportunities. Paid Leave is coming to Minnesota. Is Your Business ready?
Starting Jan. 1, 2026, Minnesota Paid Leave will offer payments and job protections to Minnesotans when they need time off work for some of life’s most important moments – like welcoming a child, recovering from a serious illness, or caring for a loved one. As an employer, you play an important role in helping your employees learn about and access the program. The Minnesota Department of Employment and Economic Development (DEED) is partnering with community partners and local chambers of commerce to host in-person employer engagement sessions. Cannabis Update
Through the end of the month (October 31), the Office of Cannabis Management (OCM) will accept business license applications for three license types: lower-potency hemp edible retailers, lower-potency hemp edible manufacturers, and lower-potency hemp edible wholesalers.
During this October window, businesses which were registered prior to April 14, 2025, will be able to convert to these license types by submitting a complete application for their intended license type(s). New businesses and businesses registered after June 1, 2025, will also be able to apply for these licenses during the October license application window.
Applicants must be in good standing with OCM (meaning they do not have any outstanding fines or open correction orders against them) to apply and convert their registration to a license.
All registrants who do not apply for a license must immediately end all sales of Hemp Derived Cannabinoid Products (HDCPs) on October 31, 2025.
Tips to prepare your commercial HVAC system for winter
With winter around the corner, you don't want to find out in the middle of the first cold snap that your rooftop unit (RTU) can hardly keep up. A fault in your facility’s HVAC system can lead to disruptions and discomfort for employees and customers and carry costly energy bills and repairs. Here are some things you can do this fall to avoid maintenance later and keep your facility’s HVAC system running smoothly all winter long.
Before it gets too cold, test it out! Give your furnace a trial run when the outside temperatures are still moderate. Temporarily set your heat 5 degrees higher and see if your furnace can handle the increased load. If it can easily increase the room temperature during this test, then it should be able to hold your regular desired temperature once the snow flies.
Make sure your equipment air filters are clean. Restricted airflow from a plugged filter could trip a high-temperature safety switch in your furnace that requires a manual reset. Restricted airflow also makes the blower motor work harder, which increases energy costs and wear and tear on your equipment.
Program your thermostats to setback 5–10 degrees during unoccupied times. The rate of heat transfer, which is how quickly heat leaves a space that's intended to stay warm, increases as the temperature outside gets colder and there is a greater disparity between it and the temperature inside. Setting thermostats back 5–10 degrees during unoccupied hours means your furnace won’t have to work as hard to offset the cold outdoor temperatures. Learn more about how thermostat setbacks can help you save energy and lower heating costs.
Check your outside air intake level. Outside air intake system components can malfunction and cause a greater amount of air to be introduced to your building than designed. When outside temps are at extremes, this can result in a furnace that's unable to sustain the load. Excessive outside air entering your HVAC airstream through a manual damper or economizer damper system will significantly impact the runtime of your furnace and increase your energy costs.
