May is National Small Business Month — a time to recognize the vital role small businesses play in driving our local economy. The HREEO department is proud to support small and local businesses through a variety of divisions and resources:

Central Certification Program (CERT) - The CERT Program is a certification program for small, local businesses — including those owned by women and people of color — to work with local governments. It helps these businesses get certified so they can compete for public contracts more easily. The goal is to promote fairness, grow the local economy, and support job creation. Besides visiting our bids website, we also suggest getting CERT certified. The City’s Vendor Outreach Program sets goals for working with CERT-certified businesses. The City is also required to get quotes from certified vendors for certain purchases. If your business is CERT certified, City staff can quickly find information about your business in the CERT vendor database.

May is Mental Health Awareness Month, a time to elevate the importance of mental well-being as taking care of mental health is just as vital as physical health. One of the ways the City of Saint Paul supports this commitment is through its Earned Sick and Safe Time (ESST) ordinance — a crucial labor standard that protects the health and safety of workers and their families.
 Enforced by HREEO's Labor Standards Division, the ESST ordinance requires employers in Saint Paul to provide paid time off to employees who work at least 80 hours a year within city limits. This earned time off includes:

Sick Time – for physical or mental illness, injury, health conditions, or medical appointments.

Safe Time – for absences related to domestic abuse, sexual assault, or stalking.
Employees may use this time for their own care or for the care of a family member, broadly defined to include individuals related by blood or those with a close family-like relationship.
