Minimum wage increases in the City of Saint Paul
As of July 1, 2024, the minimum wage rate for specific business sizes has increased:
- Large business (101-10,000 employees) wage rate has increased to $15.57.
- Small business (6-100 employees) wage rate has increased to $14.00.
- Micro (5 or fewer employees) business wage rate has increased to $12.25.
The minimum wage rate for Macro businesses remains $15.57 through 2024.
Under the ordinance, business size matters. Employers must count all employees whether employed full-time, part-time, jointly with another employer, or working on temporary basis. To learn more, please visit stpaul.gov/minimumwage.

New cohort for East Side small businesses from Rooted Philanthropic
The Small Business Cohort for East Side businesses hosted by Twin Cities Local Initiatives Support Corporation and Rooted Philanthropic is now open! This program aims to support entrepreneurs by growing their social capital and business mindset through a series of workshops and learning opportunities, as well as access to capital. Applications will be accepted until Friday, August 2.
Technical assistance available for East Side businesses through ESNDC
The Eastside Neighborhood Development Company (ESNDC) has launched the Eastside Technical Assistance Program to provide in-depth one-on-one and group technical assistance to small business owners and entrepreneurs to enable them to access the capital to launch, grow, or stabilize their businesses. Apply today as space is very limited.
Small business environmental improvement loans available
The Minnesota Pollution Control Agency (MPCA) provides loans at zero-percent interest to small businesses for capital equipment purchases that help the company meet or exceed environmental regulations, and covering costs associated with the investigation and cleanup of contaminated sites. Qualified borrowers must be an existing small business corporation, sole proprietorship, partnership, or association with less than 100 full-time employees and an after-tax profit of less than $500,000.
Share your perspective as a small business owner in the Twin Cities
Between August 6 and 7, researchers at University of Minnesota and Michigan State University will hold multiple focus groups with small business owners in the Twin Cities to discuss the local business environment and business-community relationships. They are especially interested in customer-facing businesses with fewer than 150 employees. Focus groups will be roughly 90 minutes long and held at Carlson School of Management in groups of 8-10 small business owners.

Construction reminder
Public Works, Metro Transit, Saint Paul Regional Water Services, and utility companies are all working in various areas throughout the city.
Saint Paul Public Works will begin construction on the Kellogg/3rd Street Bridge the week of July 22. Kellogg Boulevard will be closed from Broadway Street to Mounds Boulevard during construction.
