Like communities across our nation, we’ve been closely monitoring the unfolding of the situation around the spread of coronavirus (COVID-19). The City is working diligently in responding to the unique needs of our residents, business owners, and key partners and is coordinating closely with public health officials. Learn more about the City’s response at stpaul.gov/coronavirus.  


Night-time curfew starts at 10 p.m. tonight

Curfew extended

A curfew will be in effect tonight, Tuesday, June 2 at 10 p.m. until tomorrow, June 3 at 4 a.m. The curfew is imposed in all Saint Paul public places. During curfew, no travel is allowed in any public street or place.

Exemptions include all law enforcement, fire and medical personnel, members of the news media, and other personnel authorized by the City of Saint Paul, Minnesota Department of Public Safety, Minnesota State Patrol, or Minnesota National Guard. Other exemptions include individuals traveling directly to and from work, seeking emergency care, fleeing danger, or experiencing homelessness.

Violators of this Executive Order will be charged with a misdemeanor, punishable by a fine not to exceed $1,000 or imprisonment for not more than 90 days. Learn more about the order here.

Mask Policy

The City's face covering policy is now in effect

Executive order 2020-09 requires face masks to be worn indoors in all city-controlled facilities and at all businesses licensed by the City of Saint Paul at all times when social distancing of at least 6 feet is not maintained.

The order will apply to all individuals except young children at risk of suffocation and persons who cannot medically tolerate wearing a face covering. Acceptable face coverings include manufactured or homemade cloth face coverings, and are not required to be medical-grade masks. Face coverings must fully cover a person’s nose and mouth. Visit stpaul.gov/coronavirus for more information.

Business Licensing Measure

City issues detailed guidance to support bars and restaurants reopening on June 1 in accordance with the Governor's executive orders

The City of Saint Paul has streamlined processes for restaurant and bar owners who wish to safely reopen on June 1, as permitted by the Governor’s executive orders. Business owners can now find detailed guidance on stpaul.gov, including an interactive form that will automatically send business owners the materials and forms they need based on provided information.

On May 27, 2020, Mayor Carter issued executive order 2020-10, which allows for expanded use of outdoor space, streamlines some procedures, and waives associated fees. The Mayor’s order covers restaurants, bars, brew-on-premise, general retail and other businesses.

City of Saint Paul Updates

  • UPDATE - Bus and Northstar service will resume on Wednesday, June 3. Metro Transit buses and Northstar Commuter Rail will resume at 4 a.m. on Wednesday, June 3. Metro Transit also hopes to resume light rail service on June 4. An update will be provided no later than 6 p.m. on Wednesday about service the following day. Details here.
  • NEW - No highway closures have been announced for tonight, June 2. MnDOT reminds motorists that closures may be implemented in coordination with the Minnesota Department of Public Safety.
  • Bars and restaurants can now reopen for limited outdoor/patio service under Phase II of Minnesota's Stay Safe Plan. The State has created a chart that outlines Minnesota's phased-in approach to reopening various business and social settings. Facial coverings are strongly recommended at all times, and all non-Critical Sector businesses are required to have adopted and implemented a COVID-19 Preparedness Plan.
  • If you have any of the symptoms of COVID-19 listed below, you should get tested. Talk to your health care provider. Find more information about testing, including a map of testing locations, here.

    • Symptoms of COVID-19 can include fever, cough, shortness of breath, chills, headache, muscle pain, sore throat, or loss of taste or smell. Other less common symptoms include gastrointestinal symptoms like nausea, vomiting, or diarrhea. Not everyone with COVID-19 has all of these symptoms, and some people may not have any symptoms.

    • These symptoms may appear 2-14 days after you are exposed to the virus that causes COVID-19. 

  • Access to be food continues to be a major concern for families during this emergency situation. These free resources can help.
    • The City's meal service for families and individuals in need has resumed.
    • Many free meal and food assistance programs are available in Ramsey County. Use the County’s interactive map to find programs near you, including food shelves, community gardens, farmers markets, grocery stores and delivery services.
    • City of Saint Paul Meal Service resumes. To address growing food insecurity in Saint Paul due to the COVID-19 pandemic and the recent civil unrest, the City is partnering with YouthpriseArts-Us, and the Sanneh Foundation to provide free meal service to Saint Paul families in need. Families with a minor child in the home will be eligible to pick up one meal bag per child per week. Each meal bag contains 7 dinner meals and 7 snacks including fresh fruits and vegetables, juice, a variety of sandwiches, crackers, cheese, milk, and more. Find the schedule here.

Fine and Fees Information

Fine, Fee, and Collection Relief Measures

Mayor Carter has announced a set of fine, fee and collection relief measures in response to the economic impact of COVID-19 affecting businesses and residents. The measures include a reduction in business license fees, business license renewal extensions, suspending all dunning and collection processes through June 30, and delaying multi-year street assessments that would be levied this year until 2021. Learn more at stpaul.gov/coronavirus.

Public Health

  • The CDC released an Official Health Advisory providing background information on a recently reported multisystem inflammatory syndrome in children (MIS-C) associated with COVID-19. CDC recommends healthcare providers report any patient who meets the case definition to local, state, and territorial health departments to enhance knowledge of risk factors, pathogenesis, clinical course, and treatment of this syndrome.
  • The Minnesota Department of Health is encouraging anyone with symptoms to get tested for COVID-19. Visit the State’s website to discover what the symptoms are of COVID-19 and what you should do if you're sick, use the screening tool to determine if you should get tested, and find a testing location near you.  
  • The CDC has added six more conditions to its list of COVID-19 symptoms, including chills, repeated shaking with chills, muscle pain, headache, sore throat and new loss of taste or smell. Please visit the State of Minnesota’s COVID-19 website for information about what to do if you are experiencing symptoms, including a new resource that helps identify testing locationshttps://mn.gov/covid19/
  • Managing Chronic Conditions during COVID-19. Older adults and people of any age who have serious underlying medical conditions might be at higher risk for severe illness from COVID-19. Learn about basic steps older adults can take to protect themselves.

  • The Center for Disease Control (CDC) recommends wearing cloth face coverings in public settings where other social distancing measures are difficult to maintain (e.g., grocery stores and pharmacies).

  • Saint Paul Public Library Social Worker offers phone support weekdays from 1-4 p.m. Get help with problem-solving, ask questions, find resources, or get support from a licensed social worker. Call 651-300-9305 or email ruby.rivera@wilder.org. Learn more at sppl.org.
  • Ramsey County residents who are experiencing stress and mental health symptoms as a result of COVID-19 are encouraged to call the county’s Crisis Team for support and resources. The county’s two crisis lines continue to operate 24 hours a day, seven days a week.

Family Assistance

  • Como Regional Park Pool and Highland Park Aquatic Center will not open this summer. Without our spring lifeguard trainings taking place this year, we will not have the staff needed to open these facilities this summer. We are exploring other ways for our residents to safely cool off. Great River Water Park, Phalen Beach and our splash pads remain closed at this time. We thank you for your continued patience and will provide more information as it becomes available.

  • Saint Paul Public Schools Meal Service Updates. SPPS provides weekly home meal delivery to SPPS families who are in need of food for their children. Check spps.org/covidmeals for the most up-to-date information about meals, including pickup times and locations. 
  • School and Child Care Questions? Call 651-297-1304. This is a state hotline open for school and child care questions for Minnesota residents that is open 8 a.m. to 6 p.m. on weekdays and 8 a.m. to 4 p.m. on weekends.

Pay It Forward Program

Pay It Forward

The City of Saint Paul and Community Partners Launched Call For Volunteers to Serve as Business Mentors in New Pay It Forward Business Mentor Program. Leveraging an existing business mentor model developed by SCORE Saint Paul, Pay It Forward will engage an array of volunteers with financial and business experience to support local business owners who need assistance in navigating COVID-19 grant and loan relief opportunities. Small Businesses, Nonprofits, and Workforce

  • The City has created an interactive online calculator that will help small business owners easily calculate 50% occupancy capacity based on square footage. This tool is meant to provide an estimated calculation of modifications necessary to reduce your occupancy load by 50% as you prepare your plan to comply with Governor Walz’s Order #20-56. This estimate should not be considered binding or relied upon for fire code or exiting purposes. If you need further guidance please contact 651-266-8989. 
  • The Small Business Administration's Paycheck Protection Program is still accepting loan applications for small businesses impacted by COVID-19. Funding can be used for payroll, rent, mortgage interest, or utilities. Learn more and apply now at sba.gov/paycheckprotection.
  • Resources for Safely Returning to Work Under #StaySafeMN. As we continue the process of reopening our economy and returning more Minnesotans to work, we must continue social distancing practices to save lives and stay safe. The Minnesota Department of Employment and Economic Development has developed a guide to support businesses during this new phase of the response.
  • Minnesotans can apply for duplicate licenses or ID cards Minnesotans who lost their driver’s license or ID card, or had it stolen, can now apply for a duplicate card while Department of Public Safety Driver and Vehicle Services (DPS-DVS) exam stations are closed. More information, including instructions, is on the DVS COVID-19 FAQ webpage.

  • Get help with rent, mortgage, and utility payments with Ramsey County's Emergency Assistance program. You may be concerned about interruptions in your income and paying your bills.   • The City of Saint Paul is committed to ensuring every Saint Paul resident fully realizes fair housing. The Department of Human Rights and Equal Economic Opportunity has made available frequently asked questions for renters rights during the COVID-19 pandemic. The FAQs are available in multiple languages. Residents can also contact HREEO if they have questions about their rental rights or believe they have been discriminated against.   • Rental rehabilitation loan program: Receive assistance to preserve existing affordable rental housing in Saint Paul. 

Voting Information

  • Request an absentee ballot for August and November elections. Voting by mail is safe, easy and convenient. All voters can vote early in Minnesota. You do not need to provide a reason to vote by mail. You can request your ballot now for both the state primary and general election.

  • Saint Paul – Ramsey County Public Health COVID-19 Dashboard. Find the latest information about COVID-19 cases in Saint Paul. This dashboard has been created using data Saint Paul – Ramsey County Public Health receives from the Minnesota Department of Health. The county health department reviews the data before it is posted.
    Not all suspected cases of COVID-19 are tested, so this data does not show the total number of people who have or had COVID-19. Increased testing will provide a more accurate picture of how many cases exist in our community.  Data is presented for all test-positive cases regardless of interview status.
