Description of Variance:

Location: Ford Parkway, Mississippi River Boulevard to Howell Street; Cleveland Avenue from St Paul Avenue to Ford Parkway

Noise Source: Park Construction, as part of a Ramsey County Mill and Overlay Construction Project, has applied for a sound level variance, at various locations, for operating general construction/demolition equipment and other repair and installation equipment for a mill and overlay construction project. Rehabilitation and removal of deteriorated roadway and construction and installation is required. Work is to take place, weather dependent, for an approximate two week period, from October 16, 2017 until October 30, 2017, from 9:00 p.m. until 6:00 a.m. for activities such as asphalt removal, milling and asphalt rollers and paving, skid steer use, back up equipment beeper use, quad axel dump trucks and street sweepers, and hand power tools, without conducting jackhammering at night. The project proposes to allow elevated sound levels during overnight hours, from 9:00 p.m. until 6:00 a.m. on Ford Parkway, Mississippi River Boulevard to Howell Street, and Cleveland Avenue from St Paul Avenue to Ford Parkway. The Department of Safety and Inspections (DSI) is recommending that the variance would include project night time work, with elevated sound levels not to exceed 70 decibels (dBA) at 50 feet from 9:00 p.m. until 6:00 p.m., from October 16, 2017 until October 30, 2017; and, that the occupants of property located within 400 feet of the work location be notified in writing by Park Construction a minimum of forty-eight (48) hours prior to the start of the work. DSI also recommends that Park Construction provide personnel and equipment to ensure compliance with the variance conditions. Contractors working on the project to use best practicable methods for controlling noise, such as, but not limited to noise blankets, shields or portable sound barriers. Construction activities should be scheduled to minimize noise as much as possible in the late night and early morning hours.
