Description of Variance:

Locations:   Under West 7th Street and the RR tracks at the intersection of Duke Street and Colborne Street South as part of a pipeline replacement project

Noise Source: :   Xcel Energy, represented by Tony Wendland, Project Manager has requested a sound level variance for construction and work using various pieces of equipment, including a Horizontal Directional Drilling Guide (HDD) bore rig, and support equipment, such as an excavator and mud machine. The equipment will be used to bore a section of pipeline under West 7th Street and the Rail Road Tracks (RR) at the intersection of Duke Street and Colborne Street South and pipe replacement. The Department of Safety and Inspections (DSI) will be recommending the following conditions: 1.The variance will be for construction work, and pipeline boring and replacement, with the sound source at the intersection of Duke Street and Colborne Street South from June 27, 2016 to July 23, 2016. 2. Work periods will be restricted to Monday through Saturday, beginning at 7:00 a.m. and ending at 7:00 p.m. No work will occur on Sundays. 3. The Contractors working on the project will use best practicable methods for controlling noise. Xcel Energy will be installing a temporary sound wall in this area to help in minimizing noise. All electronically powered equipment used in conjunction with the event shall not exceed 95 dBA as measured at 50 feet from the sound source outside on the street
