2021 INTERNATIONAL BUILDING CODES IN EFFECT

Beginning January 1, 2023, the City of Rock Hill adopted the 2021 edition of the International Building Codes.

SIGNIFICANT RESIDENTIAL ELECTRICAL CODE CHANGE 

For plans and electrical permits submitted after January 1, 2023, the S.C. Residential Building Code has been modified to require an exterior electrical service disconnect at a readily accessible outdoor location with appropriate labelling for new electrical service installations serving one and two family dwellings. This will include replacement services as well as new construction. The following is the new code language. Please contact this office if you need additional information. Thank you!

E3601.8 Emergency disconnects. For one- and two-family dwelling units, all service conductors shall terminate in disconnecting means having a short-circuit current rating equal to or greater than the available fault current, installed in a readily accessible outdoor location. If more than one disconnect is provided, they shall be grouped. Each disconnect shall be one of the following:

  1. Service disconnects marked as follows: EMERGENCY DISCONNECT, SERVICE DISCONNECT.
  2. Meter disconnect switches that have a short-circuit current rating equal to or greater than the available fault current and all metal housings and service enclosures are grounded in accordance with Section E3908.7 and bonded in accordance with Section 3609. A meter disconnect switch shall be capable of interrupting the load served and shall be marked as follows: EMERGENCY DISCONNECT, METER DISCONNECT, NOT SERVICE EQUIPMENT.
  3. Other listed disconnect switches or circuit breakers on the supply side of each service disconnect that are suitable for use as service equipment and marked as follows: EMERGENCY DISCONNECT, NOT SERVICE EQUIPMENT.

Markings shall comply with Section E3404.12. [230.82(3), 230.85]

BUSINESS LICENSE RENEWALS

Business licenses issued by the City of Rock Hill must be renewed by April 30, 2023.  Penalties for renewal after this date will accrue penalties at 5% per month. 

Please refer to the renewal notice that was emailed to licensees this week for more information about how to renew through our online portal.  If you didn't receive that email, please call 803-325-2647 to discuss.  Once renewal application is received by the City of Rock Hill, an invoice will be emailed and payable online (with no convenience fees). The printable license will then be issued by email.

PERSONNEL NEWS

The Planning & Development Department has some recent hires and transfers to announce:

  • We have hired two new Building Inspectors, Joe Funderburk and Edwin Henriquez. Joe and Edwin will perform field inspections for residential and commercial projects. 
  • Ryan Hammond will serve as Planner I in the Zoning Division. He is transferring from the Code Enforcement Division of the Neighborhood Services Department. He will handle residential plan reviews and serve as the Board of Historic Review’s liaison.
  • Donna Welch transferred within the Department from zoning administrative assistant to business license specialist. She will assist Rebecca Mullett with business license renewals and new business license applications. This created an opening in the zoning administrative assistant position. If you know anyone who seems like they may be a good fit, please ask them to apply!

We are very excited about all of these new team members and believe that you will enjoy working with all of them.
