BUILDING CODE CHANGES - COMING JANUARY 1, 2023

Building Code Changes—Coming January 1, 2023

Beginning January 1, 2023, the City of Rock Hill is expected to adopt the 2021 edition of the International Building Codes.

BUSINESS LICENSE RENEWALS

Business licenses issued by the City of Rock Hill must be renewed by April 30, 2023.  Penalties for renewal after this date will accrue penalties at 5% per month.  Please refer to the renewal notice that will be emailed to licensees around the second week of January for more information about how to renew through our online portal.  If this email is not received, please call 803-325-2647 to discuss.  Once renewal application is received by the City of Rock Hill, an invoice will be emailed and payable online (with no convenience fees). The printable license will then be issued by email. For more information, please visit our website at www.cityofrockhill.com/businesslicense, “What Do I Need To Know About Annual Renewals?”  The MASC has an optional State Portal that businesses can also renew through.

 

WATER METERS & BOXES

Due to supply chain issues, the City’s supply of 1 inch, 2 inch, 3 inch, and 4 inch water meters is limited. As we receive additional water meters, our crews will work to install them; however, we do not have an estimated timeframe for receiving additional supplies. Additionally, due to a recent supply shortage of 3/4-inch meter boxes, there is a waitlist for residential irrigation splices and to replace broken meter boxes of that size. As we receive additional water meter boxes, crews will work to install them as well. Updates will be provided on the Planning & Development webpage as more information becomes available. METER THEFT & INVESTIGATIVE FEES

Theft of service, unlawful connections to the utility system, and tampering with meters or use while service is disconnected will result in investigative fees, fines and other associated costs as set forth in the fee schedule in appendix A of the City of Rock Hill Ordinance, Section 29-1.  Please note that this includes moving meters from one location to another during development.  Additionally, fees may be assessed for any City meters or meter boxes that are damaged or lost. 

PERSONNEL NEWS

The Planning & Development Department has a few recent hires and promotions to announce:

  • We hired Timothy Roseborough as our Deputy Building Official. He is working with Mike Nugent on non-residential plan reviews, and is helping cover inspections as needed.
  • We promoted Amy Britz to the position of Zoning and Address Coordinator. She will continue to provide addressing services and now also will serve as the liaison to the Zoning Board of Appeals.
  • We hired Katie Compton as our Executive Secretary. She is taking the spot that Amy had held for the past couple of years.
  • We hired Ginny Wallace as a Permit Technician, and promoted Daisy Gomez to Permit Technician. They will be working with Lyla Johnson and Tiffany Williams to learn the role over the coming months.

We are very excited about all of these new team members and believe that you will enjoy working with all of them.

WEBSITE REDESIGN 

Exciting News!  Mid-December the City of Rock Hill will launch a redesigned website.  The site will have a fresh new look with streamlined menus and search features that will allow our citizens easy navigation.  The changes are a result of data collected by our Communications & Marketing Team to determine the most used features and content from our existing website.
