Pittsburgh, PA — Today, the City of Pittsburgh announced the departure of Kim Lucas, Director of the Department of Mobility and Infrastructure (DOMI), marking the end of a transformative chapter for the department. Lucas’s leadership has been instrumental in shaping a safer, more sustainable, and more equitable transportation future for Pittsburgh.
“I am thankful for the hard work and dedication of Director Lucas during her time with the city,” said Mayor Ed Gainey. “She has helped redefine what it means for a city to center its transportation system on the needs of all residents. I am certain that she will take her passion for forward-thinking mobility solutions into the next phase of her career.”
Since joining DOMI in 2019 and stepping into the Director role in 2021, Lucas has guided the department through a period of ambitious growth and innovation. Under her leadership, DOMI secured more than $50 million in grant funding, implemented visionary programs, such as Pittsburgh’s first Vision Zero initiative, and launched the city’s first High Injury Network—laying a foundation for long-term traffic safety improvements.
Throughout Lucas’s tenure, DOMI advanced its mission through several notable achievements, such as:

Development of community-driven mobility plans in East Liberty, Brownsville Road, and Homewood.

Modernization of the department, including a 26% staff expansion and the formation of a dedicated Bridge Maintenance Division.

Significant infrastructure progress, with capital bridge projects increasing from 2 to 18, and traffic calming initiatives growing tenfold.

Deployment of innovative tools and programs, such as the DOMI Map Portal and a citywide LED streetlight conversion project.

Advancements in active transportation, including 28 Bike+ projects adding 29 miles of new facilities and nearly 500 bike racks citywide.

Award-winning partnerships, including a curbside management pilot recognized globally by the World Economic Forum.

While I’ll miss the daily joy of public service in this city, I’m excited to carry forward the values we’ve built here into whatever comes next."
Lucas brought over two decades of transportation expertise across the public and private sectors, academia, and advocacy. Before her time in Pittsburgh, she served as the Sustainable Transportation Branch Manager at the Department of Transportation in Washington, D.C., where she received the prestigious Cafritz Award for Outstanding Performance. Her advocacy extended far beyond city limits, with national roles on the NACTO executive board and a USDOT subcommittee, reflecting Pittsburgh’s growing influence in shaping national transportation policy.
July 5 will be Lucas’ last day with the city, after which she looks forward to continuing to champion policies and practices that make streets safer, cities stronger, and communities more connected. Deputy Director Jeff Skalican will assume the role of Acting Director for DOMI.
With a strong foundation now in place, the department is well-positioned to build on this momentum and continue delivering safe, sustainable, and equitable transportation solutions for all Pittsburghers.
