MAYOR ED GAINEY DECLARES DISASTER EMERGENCY IN RESPONSE TO CITYWIDE STORM DAMAGE
Pittsburgh, PA – In the aftermath of a severe thunderstorm that caused widespread damage in many neighborhoods, Mayor Ed Gainey has issued a Declaration of Disaster Emergency for the City of Pittsburgh. This emergency order, enacted under the Pennsylvania Emergency Management Services Code (35 Pa. C.S. §§ 7101 et seq.) and City Code § 113.03, enables swift action to safeguard public health and safety.
On Tuesday, April 29, 2025, a storm system swept through Pittsburgh, producing winds between 70 and 90 miles per hour. This extreme weather event caused widespread destruction, including the tragic loss of at least one Pittsburgh resident, extensive structural damage, and citywide utility outages.
The damage across the city includes:

Hundreds of downed trees blocking major thoroughfares and widespread power outages affecting thousands of residents.

Significant structural damage to both public and private properties.
“Our residents are facing an unprecedented challenge following last night’s storm,” said Mayor Ed Gainey. “We are acting with urgency to restore vital services, support our neighborhoods, and ensure the safety of everyone affected. This emergency declaration allows us to bring every available resource to bear without delay.”
Under this declaration the Mayor, Director of Public Safety, and Director of Public Works are fully empowered to lead and respond to this emergency with maximal flexibility granted under state law and local code. Emergency powers granted will expedite recovery efforts to ensure we can do everything within our power to keep residents safe.

This declaration is effective immediately and will remain in place for up to seven (7) days unless extended with approval from Pittsburgh City Council.
The City is also coordinating with the Pennsylvania Emergency Management Agency and other relevant agencies to ensure recovery efforts meet the full scope of the community’s needs.
Residents are urged to avoid the affected areas, follow updates from official City communication channels, and report damage or hazards by contacting 311 or using the City’s online reporting tools.
