The Tiered Assistance Program (TAP) helps eligible low-income customers pay reduced bills. Because these customers pay lower bills, every year we must account for the decrease in revenue against our estimates.
What is TAP-R? TAP-R stands for Tiered Assistance Program Rate Rider. As part of the process to set water rates, the Philadelphia Water, Sewer, and Storm Water Rate Board takes a close look at the financial impact of customer assistance discounts on revenue.
The Rate Board makes sure this process is transparent. They invite you to attend and participate in the public hearing for the 2025 TAP-R Reconciliation Proceeding on Thursday, May 8, at 9 a.m. This hearing is open to the public and will also be available remotely via Zoom.
Registration is not required to attend. Instructions for joining the hearing online or by phone are on the Rate Board's website.
On March 31, 2025, the Philadelphia Water Department (PWD) filed an Advance Notice of proposed changes to its TAP-R Surcharge. The Rate Board expects to issue a decision in this 2025 TAP-R Reconciliation Proceeding by mid-July 2025.
Public participation is encouraged
Comments for this hearing will be focused on the impacts of the Tiered Assistance Program. We encourage anyone who wants to speak at the hearing to email WaterRateBoard@phila.gov by May 7, 2025, at 4:30 p.m. Please include:
