Explore protection options
If you are a residential customer and owe more than $1,000, you could receive a shutoff notice. If you receive a shutoff bill, call to let us know if any of these situations apply to you:
- You’re seriously ill.
- You’re a tenant who isn’t responsible for water bills.
- You applied for or are enrolled in TAP or Senior Citizen discount programs.
- If a senior, person with disabilities, or child under the age of 18 lives under your roof.

Prevent water shutoffs through assistance
PWD can help you get an affordable water bill. Anyone having trouble paying their water bill should apply for help immediately. Assistance programs are designed to help customers who are:
- Low income
- Seniors
- Experiencing a Special Hardship
People with unpaid bills and lower incomes may be eligible for the Tiered Assistance Program (TAP), reduced monthly payment agreements, or other assistance programs. TAP can provide considerable savings to eligible water customers, and those enrolled in TAP earn debt forgiveness with every payment. Thanks to TAP, tens of thousands of Philadelphia households can now afford their monthly water bills. Other grants and benefit programs are available if you don’t qualify for income-based assistance.
The City gives a 30-day window of protection from water shutoff to any customer who requests an application. We’ll review your application carefully and offer you the program with the lowest monthly bill if you’re eligible.
The most common reason for denial is an incomplete application, so double-check the requirements. If you need assistance filling out an application, please visit a TAP Partner Site. Customers who apply with a partner's help usually finish their applications in about 15 minutes!
