The Philadelphia Water Department can help you pay your water bill and avoid a shutoff. Anyone having trouble paying their water bill should apply for help immediately. Assistance programs are designed to help PWD customers who are:
- Low income
- Seniors
- Experiencing a Special Hardship, including the loss of a job, a change in the household, high monthly expenses, and more
Don't wait until the last minute: processing times may increase as the shutoff date approaches. Be sure to fill out your application online, in person, or by mail as soon as you can!

You can prevent or postpone your water from being shut off by applying for assistance. The City gives a 14-day window of protection from water shutoff to any customer who requests an application. You'll be protected from shutoff while your application is reviewed.
We’ll review your updated application carefully, and if you’re eligible, we’ll offer you the program with the lowest monthly bill. There is no limit on the number of applications that you can request.
