Take advantage of Debt Forgiveness

If you’re enrolled in the Water Department’s Tiered Assistance Program (TAP), you are eligible for Debt Forgiveness. Debt Forgiveness helps customers enrolled in the Tiered Assistance Program (TAP) clear the debt* on their accounts after 24 payments.

* Forgiveness applies only to the debt you had on your balance before you joined TAP.

  • To see how close you are to getting your debt cleared, take a look at the TAP History box on your next water bill. 

You can view your water bill anytime with e-billing! Log in or sign up at MyPhillyWaterBill and select the Bills tab to view your paperless bill.

Not in TAP? Fill out our Customer Assistance Programs application

More than 16,000 Philadelphia households are now paying lower water bills and working towards Debt Forgiveness. People with unpaid bills and lower incomes may be eligible for TAP or other assistance programs. Special hardships (such as losing your job, or a change in your household) can also qualify you for assistance. If you’re approved for TAP, you can start making 24 full monthly payments to receive Debt Forgiveness. 

Who should apply?

  • Anyone experiencing a special hardship, making it difficult to pay water bills.
  • Customers with lower incomes.
