Penalties for unpaid bills will restart May 1. Customers enrolled in the Tiered Assistance Program (TAP), or the Senior Citizen Discount program, will not see any penalties or enforcement measures until April 1, 2022. Enforcement action is restarting for all other customers in two phases:

  • May 1, 2021: Penalties on back water bills
  • August 2, 2021: Other enforcement, including referrals to collection agencies

Note: There will be no water shutoffs for Philadelphia residents until April 2022. 

If you’re not enrolled in an assistance program, then the simplest way to avoid penalties is to pay your water bill. 

If you can't pay, then apply now for assistance. We know the pandemic has caused financial stress and we can help if you can’t afford your water bill. If you’ve been holding off on applying for assistance, act now. We offer assistance to:

  • Seniors
  • Low-income customers
  • Anyone experiencing a special hardship, making it difficult to pay water bills.

Lost your job or other difficulties?

If you can’t pay your water bill in full, we can help. This option is suitable for people whose income is too high to qualify for assistance. Apply for a special hardship discount if you are experiencing extraordinary circumstances, like: 

  • Loss of family member
  • Household grew
  • Lost your job
  • Domestic Violence
  • Serious Illness

If you recently experienced any of these, submit a new application. Make sure you receive the protections and discounts you’re eligible for now.
