Water rights process changes effective April 1, 2026

In 2025, the Oregon Legislature passed legislation enabling OWRD to make water right processes more efficient and transparent. OWRD is also working to standardize and improve department processes. While a subset of these changes was effective January 1, 2026, the remaining provisions along with a suite of changes recently adopted to administrative rules, are effective April 1, 2026.
