OWEB seeks public comment on proposed amendments to the OWEB Grant Program and Restoration Grant administrative rules.

Proposed Rules for OWEB Grant Program and Restoration Grants (PDF)

OWEB's Grant Program and Restoration Grant administrative rules were last amended in 2009 and 2011, respectively. Since that time, OWEB staff, through consultation with grantees and stakeholders, has identified refinements that will result in more efficient and effective processes to receive, evaluate and administer grant applications and agreements.

Changes proposed in the OWEB Grant Program and Restoration Grant administrative rules include:

  • removing the 10% cap on fiscal administration for grants.
  • removing a person from eligibility for a grant.
  • revising grant agreement conditions to allow for amendments if there are outstanding reporting requirements on prior grant agreements.
  • allowing for all non-profits to retain equipment purchased with grant funds.
  • modifying the percentage of grant project funds to be retained until final report is approved.
  • modifying restoration grant evaluation criteria.
  • proposing other minor adjustments.

Comment Period

The public comment period for the amended rules begins on March 1, 2017 and will close at 5:00 p.m. on March 30, 2017.

Public Hearing

OWEB will hold a public hearing on March 30, 2017 at 10:00 am at the Department of State Lands, Mill Creek Room, 775 Summer St. NE, Salem to receive comments regarding the proposed rule amendments. Both oral and written comments will be accepted at the hearing.
