FILING CAPTION: Corrected: Updating Candidate and Political Party Manuals reflecting 2028 election dates and current filing requirements.
RULE SUMMARY: The proposed amendments update the Candidate and Political Party Manuals for the 2028 election cycle. The State Candidate Manual will remove election-cycle-specific filing dates, withdrawal deadlines, and certain signature requirements and direct candidates to current information on the Secretary of State’s website. The County, City and District Candidate Manual and Political Party Manual will be updated with 2028 election dates and other current requirements.
CHANGES TO RULE: The proposed changes to OAR 165-010-0005 can be found at the State Archives division's website and the Elections Division's website.
NEED FOR RULE: This corrected filing replaces the attachment to the rule and provides additional content on pages 10-12. The rule is needed to designate the current Candidate and Political Party Manuals. The proposed amendments update the manuals for the 2028 election cycle and reflect current statutory requirements. The State Candidate Manual will no longer include election-cycle-specific deadlines and certain requirements that may change between election cycles. Instead, current filing deadlines and applicable signature requirements will be maintained on the Secretary of State’s website. This will keep the manual focused on procedures, qualifications, and other information that generally remains applicable between election cycles, while making current deadlines and requirements easier to update and find.
DOCUMENTS RELIED UPON: Oregon Revised Statutes, Chapters 247 to 260, as applicable and OAR Chapter 165, Division 10 available online or from the Elections Division.
