 Explanatory Statement Committee Meeting Schedule Update
The Explanatory Statement Committee (ESC) has held its first drafting meeting for IP 28. For each ballot measure to be voted on in the General Election, the ESC is responsible for preparing an impartial, simple, and understandable statement explaining the measure, not to exceed 500 words. Two additional drafting meetings have been scheduled.
The statement must be filed with the Secretary of State Elections Division by July 27, 2026. If a statement receives comments during the scheduled public hearing, the ESC must meet to review the comments and consider revisions to the statement.
Initiative Petition 28 - Criminalizes breeding practices, injuring/killing animals, including for food, hunting, fishing. Creates transition fund. Exceptions.

Agenda: Reconsideration of explanatory statement.
The public is invited to provide comments during the public hearing to be held on Thursday, July 30, 2026, from 9:00-10:00 a.m.
Additional information will be publicized on the Explanatory Statement website as it becomes available.
