 Explanatory Statement Committee Meeting Schedule
Initial appointments have been made to the Explanatory Statement Committee (ESC) for the ballot measure likely to be voted on at the 2026 General Election.
The ballot measure’s chief petitioners have appointed two members to the committee, and the Secretary of State has appointed two other committee members. These appointees are responsible for selecting the fifth and final committee member in their first meeting.
For each ballot measure to be voted on in the General Election, the ESC is responsible for preparing an impartial, simple, and understandable statement explaining the measure, not to exceed 500 words.
These statements must be filed with the Secretary of State Elections Division by July 27, 2026. If a statement receives comments during the scheduled public hearing, the ESC must meet to review the comments and consider revisions to the statement.
The Legislative Policy and Research Office staff will conduct remote meetings with the ESC to assist with the selection of the fifth committee member and revisions to the explanatory statement.
Initiative Petition 28 - Criminalizes breeding practices, injuring/killing animals, including for food, hunting, fishing. Creates transition fund. Exceptions.

The ESC will meet according to the following schedule:
Tuesday, July 14, 9:30 – 10:00 a.m.
Agenda: Meeting to Elect Fifth Member.
Wednesday, July 22, 2026, 1:00 – 3:00 p.m.
Agenda: Draft explanatory statement.
Monday, August 3, 2026, 9:30 – 11:30 a.m.
Agenda: Reconsideration of explanatory statement.
The public is invited to provide comments during the public hearing to be held on Thursday, July 30, 2026, from 9:00-10:00 a.m.
Additional information will be publicized on the Explanatory Statement website as it becomes available.
