In preparation for the 2026 November Election, the Financial Estimate Committee (FEC) will prepare estimates of the financial impact for each measure to be voted on in the statewide election (ORS 250.125). These financial estimate statements will appear on the November ballot and in the Voters’ Pamphlet.
The five-member committee includes:

Secretary of State Tobias Read, FEC chair;

State Treasurer Elizabeth Steiner;
-
Director of the Department of Revenue David Gerstenfeld;
-
Director of the Department of Administrative Services Betsy Imholt;
-
And local government representative Rochelle Anderson, City of Monmouth’s City Manager.
The FEC will meet to draft financial estimate statements for all viable ballot measures according to the following schedule:
Monday, July 6, 2026, 2:00 p.m.
Location: Hearing Room 60, Oregon State Capitol

Draft Financial Impact Statement for Initiative Petition 28 - a statutory amendment related to criminalizing breeding practices and injuring/killing animals, including for food, hunting, and fishing.

Vote on Financial Impact Statements.
Friday, July 17, 2026, 2:00 p.m.

Reconsideration and potential vote on financial impact statement in light of submitted public testimony.
Instead, the public is invited to provide comments during the public hearing to be held on Thursday, July 30, 2026, from 9:00 – 10:00 a.m. Comments received during this hearing will be reviewed and considered by the FEC during the scheduled meeting on Monday, August 3.
