 Official Notice of Permanent Administrative Order

You are receiving this email notification because you asked us to let you know about news from the Administrative Rules Unit in the Archives Division of the Oregon Secretary of State.
We have filed a Permanent Administrative Order with the Secretary of State’s Office on May 26, 2026 regarding the Oregon Administrative Rules (OAR) Filing Requirements. These nine amendments and one adoption are effective on June 1, 2026.
Filing caption: Updating chapter 166 division 500 administrative rules filing requirements.
We filed a Notice of Proposed Rulemaking, including the Statement of Need and Fiscal Impact, with the Secretary of State’s Office. This Notice of Proposed Rulemaking was published in the Oregon Bulletin on April 1, 2026.
We have included a summary for each of the proposed administrative rule adoption and amendments at the end of this notice. The nine amendments and one adoption are amending chapter 166 division 500 administrative rules filing requirements.
Public hearing We held a public hearing on Thursday, April 16, 2026, at 9 a.m. regarding the proposed OARs listed at the end of this notice. Four individuals attended the hearing and one individual representing a state agency provided oral comment during the hearing.
How to send public comments The public was invited to send in written comments until Thursday, April 30, 2026, at 5 p.m. PST, which was the close of the comment period. Written comments were sent to adminrules.archives@sos.oregon.gov. One individual submitted written comments before the comment period deadline.

Summary of Amended Administrative Rules
OAR 166-500-0010 Definitions Alphabetizing the definitions list. Updating definitions to align with current practices. Moving information that was not definitions to the applicable rule. Also removing definitions that were not needed.
OAR 166-500-0020 Oregon Administrative Rule (OAR) Filing Requirements Updating the unit’s name, correcting grammar, and adding a section for clarity on who is responsible for corrections to filings.
OAR 166-500-0030 Notice of Proposed Rulemaking Filing Requirements Updating to add clarifying language for attachments and filing requirements, correcting grammar, and removing unnecessary language.
OAR 166-500-0040 Permanent Filing Requirements Updating to add clarifying language for attachments and filing requirements, correcting grammar, and removing unnecessary language.
OAR 166-500-0047 Statutory Minor Correction (SMC) Filing Requirements Updating to add clarifying language for attachments and filing requirements, removing unnecessary language, correcting grammar, and clarifying what may be changed in a rule using the SMC process.
OAR 166-500-0050 Temporary Filing Requirements Updating to add clarifying language for attachments and filing requirements, removing unnecessary language, and correcting grammar. Also adding language regarding temporary rules expiring and notices being filed before the expiration of the temporary rule to keep the rule number assigned.
OAR 166-500-0055 OAR Formatting Requirements Updating language to clarify the levels of outlining in rule text and other formatting requirements for rule language. Adding a section regarding the citations of each rule and how they must be cited. Adding a section regarding block quotes and editor’s notes.
OAR 166-500-0060 Attachments to Rule Updating language to clarify the requirements for attachments and removing the naming convention for attachments. Clarifying when attachments can be added, altered or removed from a rule. Clarifying what should be included in attachments.
OAR 166-500-0070 Deadline Day and the Oregon Bulletin Schedule Updating language to clarify publishing requirements and when a filing may be rejected. Correcting grammar and removing unnecessary language.
Summary of Adopted Administrative Rule
OAR 166-500-0080 Rules Coordinator and Delegation of Rulemaking Authority Form Adopting this rule to clarify the requirements for the form used to delegate rules coordinators and delegated signers, when the form needs to be replaced or updated, and how many chapters may be included on a single form.
