Designating the State Voters’ Pamphlet Manual and Forms
The Election Division hereby provides notice of a permanent administrative order for OAR 165-016-0000.Prior to the effective date of the administrative rule, the Elections Division held a public hearing and accepted public comments.

RULE SUMMARY: Changes to this rule and the associated manual and forms implement SB 1538 (2024), SB 1533 (2024), and SB 1014 (2025). SB 1538 allows candidates and measure argument filers to submit statements translated into the most commonly spoken languages in the counties the office represents or in which the measure will be voted on instead of only the most commonly spoken languages in the state. SB 1533 expands the eligible languages of translation for a candidate statement or measure argument filing from the 5 most commonly spoken languages in the state to the 10 most commonly spoken languages in the state for State Voters’ Pamphlet. SB 1014 requires the Secretary of State to accept translations of political party statement of arguments filed under ORS 251.115 in the five most commonly spoken languages in this state, other than English Additional changes are throughout the manuals to update filing deadlines and provide clarity for the various processes related to State Voters’ Pamphlet filings. Discontinues previous process to allow filing of political party and assembly of electors statements in primary elections
