News About Municipal Audits in Oregon
Municipal Audit Law requires Oregon governments to file an annual financial report and audit (ORS 297.425). Governments may request and be granted an extension of time to file the audit "for good cause shown." (ORS 297.465)
Many local governments in Oregon file a Single Audit – that is, a financial statement audit combined with an audit of the Schedule of Expenditures of Federal Awards (SEFA) and related federal program compliance. We are aware of the delayed issuance of federal guidance necessary to perform audits for the period ending June 30, 2025.
Please be aware this delay is not sufficient "good cause" for any delay of the financial statement audit filing. Extensions of time to the file a local government's annual financial audit will not be granted solely because the Compliance Supplement has not been issued and the Single Audit has not been completed.
We understand that separately issuing the financial statement audit and federal compliance audits may cause additional work. We strongly recommend the auditor and municipality discuss options for submitting separate reports if needed to ensure financial audits are filed on time and the local government remains compliant with Municipal Audit Law. Most audits are due by December 31, 2025.
