We have filed a Notice of Proposed Rulemaking, including the Statement of Need and Fiscal Impact, with the Secretary of State’s Office. This was published in the Oregon Bulletin on November 3rd, 2025, and is attached below for convenience. We have included a summary of the proposed administrative rule adoptions and amendments at the end of this notice.

Public meeting
We invite you to participate in the below virtual public hearing on the administrative rules listed at the end of this letter. This will be your opportunity to provide verbal feedback on the proposed rule changes.

166-017-0010: Updates definitions to account for new language in other 166-017-0045, removes obsolete definitions.
166-017-0045: Updates rule to establish new requirements for electronic recordkeeping.
