Public Hearing and Comments

FILING CAPTION: Incorporates legislative and administrative changes into the Campaign Finance Manual.
RULE SUMMARY: The amendments to this rule and the associated Campaign Finance Manual implement the requirements of HB 4024 (2024) including establishing campaign finance contribution limits, enforced for both contributors and recipients; defining networks and limits of connected political entities, and limiting the amount of money candidates may carry forward to the next election cycle. The manual also specifies new rule-based requirements for additional information required to be collected from persons associated with a filer and for contributors or donors. Further, the manual specifies the legal and procedural requirements for complying Oregon campaign finance law, including the changes in HB 4024. Where the manual establishes specific requirements not found in statute, the information is used to enforce the requirements of the law and to proactively assist filers with compliance. Finally, the manual contains updates to dates for the 2027 and 2028 election cycles.

NEED FOR RULE: The amendments to this rule are needed to implement new requirements and outline changes to existing requirements created by HB 4024 (2024). Further, amendments to this rule are needed to enable regulated stakeholders to comply with and understand the law, and to keep the public informed about requirements related to campaign finance regulation.
