 Secretary of State Tobias Read Shares 2025-26 Annual Audit Plan
SALEM, OR — Oregon Secretary of State Tobias Read is pleased to announce the Oregon Audits Division’s 2025-26 Annual Audit Plan. The purpose of this plan is to outline which state agencies and programs will be audited in the coming year.
“Audits help build a relationship of trust between Oregonians and their government. That’s why it’s so important that the best interest of the people, not politics, guide how we select, execute, and implement the findings of these audits,” said Secretary of State Tobias Read. “The audits included in this plan target some of the areas of highest risk to taxpayers and the public. You can expect future audit plans will put an even greater emphasis on risk, as we work to implement a new transparent, data-driven methodology for audit selection.”
This year’s plan includes the following new performance and IT audits:
- Adult Protective Services at the Oregon Department of Human Services
- Cloud Security Strategy at Enterprise Information Services
- Fleet and Parking Services at the Department of Administrative Services
- Key Performance Measures (KPMs) - State Budgeting Process
- Medicaid Program Data Analytics Projects at the Oregon Health Authority
- Office of Public Defense Services at the Public Defense Services Commission
- Governance at the Oregon Parks and Recreation Department
- State Program and Service Language Accessibility statewide
- Workday Application Controls Review at the Department of Administrative Services
- Young Adults in Custody Safety and Wellness at the Oregon Youth Authority
The 2025-26 Audit Plan also includes updates on the progress of ongoing, previously announced audits and a brief description of the division’s risk assessment process, by which auditors determine how best to allocate resources to address risks within state government.
