Amendments to the Campaign Finance Manual
The Elections Division hereby provides notice of a permanent administrative order for OAR 165-012-0005. Prior to the effective date of the administrative rule, the Elections Division held a public hearing and accepted public comments.
Campaign finance contribution limits created by HB 4024 (2024) are not included in this revision to the Campaign Finance Manual. Those changes will be proposed at a later date.

RULE SUMMARY: The amendments to this rule and the associated manual and forms account for changes set out in Senate Bill 1538, Section 9 (2024). The amendments increase the threshold for requiring the filing of a candidate committee from $750 to $1,500 and increase the threshold for expiring a Certificate of Limited Contributions and Expenditures from $3,500 to $5,000. Additionally, this manual adds the transaction deadlines for calendar year 2026 and makes administrative updates.
