Designating the Campaign Finance Manual and Forms
The Elections Division hereby provides notice of permanent administrative order OAR 165-012-0005. This rule implements section 9 of SB 1538, provides other clarifications and is effective July 5, 2024. Additional campaign finance reform under SB 1538 and HB 4024 will be implemented at a later date. Prior to the effective date of the administrative rule, the Elections Division held a public hearing and accepted public comments.

RULE SUMMARY: The amendments to this rule and the associated manual and forms account for changes set out in Senate Bill 1538, Section 9 (2024) by extending the guidance for allowable legal expenses to include using committee funds for proceedings under a campaign finance provision of a county charter or ordinance, a campaign finance provision of a city charter or ordinance, or any charter or ordinance provision adopted under the authority of ORS 260.163. Additionally, it clarifies the timeline for filing transactions when a candidate exceeds the $750 threshold and is required to form a committee.
