Pursuant to ORS 250.125, a five-member Financial Estimate Committee (FEC), composed of the Secretary of State, State Treasurer, Director of the Department of Revenue, Director of the Department of Administrative Services, and a local government representative must prepare an estimate of the financial impact of each measure to be voted on in statewide elections. Once completed, the financial estimate statement will be printed in the Voters’ Pamphlet and on the ballot.

- State Treasurer Tobias Read
- Director of the Department of Administrative Services Berri Leslie
- Director of the Department of Revenue Betsy Imholt
- Local government representative Ernest Stephens, who is on the Board of Directors for the Northwest Regional Education District
The FEC will meet to draft financial estimate statements for all viable ballot measures. Once the statements have been drafted, the Secretary of State’s office will schedule hearings to receive public comments on the draft financial impact statements. If a statement receives comments during the public hearing, the FEC must meet to review those comments and consider revisions to the statement.

- IRR 403, a statutory amendment related to establishing Ranked Choice Voting.
