Change in Notary Training Requirements

The law requires that notaries take the basic notary training every four years, before renewing their commission.
Why did the law change?
The landscape of notarization is changing rapidly. The expanding use of Remote Electronic Notarization (RON), continuing modifications to statute and rule in Oregon, and the rise in deed and title theft, all present constant challenges and questions for notaries practicing in every type of situation.
Requiring notaries to take a regular review will help us at the Secretary of State to make sure that all notaries have the most up-to-date training possible, and will ensure you know about changes in the field. We hope this more frequent review will also help notaries make fewer errors in notarizations, and will lower the number of sanctions we have to impose for incorrect or invalid notarizations.
How is the training available?
We will be scheduling more trainings to accommodate extra demand. We recognize that it can be difficult to make time for training, so the self-paced online training will continue to be available for those who struggle to find time for a webinar or in-person training. The self-paced training will be regularly updated to accommodate important new content, and we will continue to offer optional specialized trainings focused on topics of interest (check out our new training on apostilles and authentications, available on Workday as either a real-time webinar or a standalone video, and as a video on Youtube!).
For all notary trainings now offered by the State of Oregon, you must access registration and training materials by setting up an account in Workday. Information about the self-paced online training, the RON online training, the refresher training, the schedule for upcoming instructor-led webinars (both basic and advanced), in-person trainings, and the instructions for setting up an account in Workday, can all be found on the notary training page on the Secretary of State’s website: https://sos.oregon.gov/business/Pages/notary-training.aspx
When does it take effect?
The law goes into effect in January 2025. Any notary renewing their commission on or after January 1, 2025 will need to take the basic training before they can obtain a new commission.
