FILING CAPTION: Amends Vote by Mail Manual, related procedures and requirements for conducting elections.
RULE SUMMARY: The changes to this rule and associated manuals and forms implement Senate bill 53 (2023) and Senate Bill 166 (2023). Changes were made throughout the manual to ensure that the requirements of these bills are met. Additional changes were made to the manual to update syntax where necessary.
CHANGES TO RULE: The proposed changes to OAR 165-007-0030 can be found at the State Archives division's website and the Elections Division's website.
NEED FOR RULE: This rule update is necessary to ensure that legislative changes made in 2023 are implemented.
