HB 2110 proposes changes to Municipal Audit Law
In recent years, our office has fielded calls seeking clarification on various aspects of Municipal Audit Law and requesting changes. We drafted legislation to address many of those issues.
House Bill 2110 (HB 2110) proposes the following:
- Increase the audit exemption filing thresholds to $250,000 and $1 million (from $150,000 and $500,000);
- Replace review reports with an attestation engagement, targeted Agreed Upon Procedures to be maintained in Oregon Administrative Rule;
- Eliminate the withholdings provision for cities and counties who don't file timely;
- Increase filing fees range of $20 to $400 to a new range of $40 to $500;
- General clean up and clarification including removing the redundant references to "calendar year" and creating a consistent definition of "expenditures" in rule.
HB 2110 has passed out of the House of Representatives and is scheduled for a first reading in the Senate as early as this week. The bill, once assigned to a senate committee, will have a hearing and work session. Anyone is welcome to participate by providing written or verbal testimony to the committee. Contacting your membership organization is always a good option as most have a legislative representative acting on your behalf. These organizations include the Oregon Society of CPAs, League of Oregon Cities, Special Districts Association of Oregon, Oregon Government Finance Officers Association and more.
